Polish Humanitarian Action (PAH) is looking for a Country HR Manager to coordinate the HR&Admin functions of the mission.

About PAH:

Polish Humanitarian Action (PAH) is an international non-governmental organization which since 1992 has been providing humanitarian and development help worldwide. So far, the interventions have been carried out in 46 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly and single mothers, working in the sectors of food security protection and livelihoods. PAH Ukraine is currently expanding programming from humanitarian to both early recovery and development-oriented interventions that provide sustainable livelihoods opportunities to the affected population.

Key Duties and Responsibilities: 

Strategic Leadership

  • Actively participate in the Senior Management Team, providing strategic input and advice for the country programme
  • Manage HR and administration to facilitate support for current and future programmes in line with PAH policies and good practice
  • Provide support and leadership for PAH internal support systems, facilitating effective programme development and implementation
  • Travel frequently to all sites to guide and coach local managers ensuring that HR&Admin policies are appropriate for the organization and applicable to the strategic direction and programmes in PAH Ukraine
  • Responsible for the monitoring of the Risk Register
  • Management of HR&Admin Team
  • Ensuring operational compliance with internal procedures, donors requirements,   local and international laws and regulations and sectoral standards;
  • Internal Audit observations and recommendations are addressed

Human Resources Management

  • Provide leadership for Human Resources management and promote an organizational environment which is fair, transparent and consistent
  • Ensure that HR planning, including succession planning, is developed in coordination with annual programme planning
  • Ensure an effective annual performance review and development process
  • Ensure salary scales are regularly reviewed and remain competitive
  • Ensure that new staff are provided with proper induction
  • Liaise with government institutions and other INGOs to ensure HR policies remain compliant with the Ukrainian Labour Code/ Law
  • Ensuring staff capacity-building and professional development systems are in place

Administration

  • Ensure efficient and effective administration systems in line with PAH policy
  • Ensure PAH Ukraine adheres to the regulatory requirements of the government entities with regard to obtaining visas, work permits, Sub Agreements for the projects  and registration for the Ukraine Mission
  • Fulfills other duties assigned by Direct Supervisor

 

Country HR Manager will be selected based on the qualification requirements described below:

  • Higher professional education in the relevant field of study (master’s degree, specialist);
  • Professional experience of more than 5 years
  • Work experience in international or local NGO of more than 2 years;
  • Excellent verbal and written communication skills in English (is a must) and Ukrainian;
  • Good interpersonal skills;
  • Strong drafting, analytical, and research skills
  • Good working knowledge of Microsoft Office and Google Apps;
  • Good organizational skills and discretion with confidential information;
  • Proven ability to handle challenging workloads;
