Procurement Senior Buyer (CAPEX)

CEMARK (a CRH company) is seeking for a skilled and detail-oriented Procurement Senior Buyer to join our team. As a Procurement Senior Buyer, will be responsible for managing the Procurement processes for capital expenditure (CAPEX) projects on the Country level, ensuring the timely and cost-effective acquisition of goods and services needed for these projects. Your aim will be to streamline Procurement processes, maximize value for money, and ensure compliance with Procurement policies and regulations.

Key Tasks and Responsibilities:

• Develop and implement Procurement strategies for key CAPEX projects, in collaboration with project managers and stakeholders;
• Conduct market research to identify potential suppliers, assess their capabilities, and build strong relationships with reliable vendors;
• Prepare and issue requests for information (RFIs), proposals (RFPs) and requests for quotations (RFQs) to potential suppliers/contractors;
• Evaluate Vendor’s proposals, negotiate contracts terms & conditions, and make recommendations to project teams based on quality, cost, and delivery time;
• Collaborate with Group Procurement and cross-functional teams to define technical specifications and requirements for Procurement activities;
• Ensure compliance with company and legal Procurement policies, procedures, and regulations throughout the Procurement processes;
• Monitor supplier’s performance, resolve any issues or disputes, and implement corrective actions if necessary;
• Maintain accurate Procurement records, including contracts, purchase orders, and supplier information;
• Continuously identify opportunities to improve Procurement processes, enhance efficiency, and reduce costs.

Requirements:

• Bachelor's degree in Economic, Supply Chain Management, Technical background, or a related field;
• Proven work experience as a Procurement Senior Capex Buyer or in a similar Procurement role with a focus on CAPEX projects (e.g.  greenfield);
• In-depth knowledge of Procurement principles, practices, and regulations;
• Familiarity with sourcing and vendor management techniques, including supplier evaluation and negotiation;
• Strong analytical and problem-solving skills, with the ability to make well-informed decisions;
• Excellent communication and negotiation skills;
• Ability to work collaboratively with cross-functional teams and manage multiple projects simultaneously;
• Attention to detail and strong organizational skills;
• English – verbal and written;
• Broad IT skills enabling the collection and presentation of information.
