Background
Since 24 February 2022, Ukraine has been under attack by Russia causing an immense humanitarian crisis and significant global tensions. To respond to the humanitarian needs, Solidar Suisse partnered with the Ukrainian organisations LAOPWD (Kharkivska and Donetska oblasts) and VIS (Vinnytsia oblast) to provide humanitarian assistance to internally displaced people (IDP), returnees and people living near the frontline among them the most vulnerable. The project covers Cash for Protection, Mental Health and Psychosocial Support, GBV Case Management, winterisation support as well as Multipurpose Cash Assistance (MPCA). The programme is expanding to cover protection activities with a new partner (Right to Protection (R2P)). The MEAL Coordinator complements the Solidar Suisse team in Ukraine and works closely with the Country Representative and Program Manager and all other team members at HQ as well as partner organisations.
Role overall scope
The MEAL Coordinator is responsible for the development and implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) systems for Solidar Suisse’s humanitarian projects in Ukraine. This role also involves supporting the Country Team and partner organizations in all MEAL-related activities, particularly in the humanitarian response through Protection, MHPSS, Shelter, Livelihoods and Community Engagement. Additionally, the MEAL Coordinator ensures the integration of MEAL components in donor reports, incl. regular submissions to UN OCHA clusters, platforms, such as ActivityInfo.
MEAL Coordinator will support the Country Representative and HQ Desk Officer for Ukraine by collecting and providing MEAL updates, ensuring a multi-sectoral and integrated approach across program activities where feasible.
Main responsibilities and tasks
MEAL Framework and Strategy Development
Develop, manage and update the MEAL framework for ongoing and planned projects.
Establish a country-level MEAL strategy and work plan that aligns with program goals, donor requirements, and internal standards, involving in close collaboration with the CR, guided by the Desk Officer for Ukraine and MEAL unit at HQ level.
Design and implement appropriate data collection and analysis tools and methodologies (e.g., surveys, focus groups, key informant interviews, Post Distribution Monitoring) to track program performance.
Program Implementation and Monitoring
Follow project Logframes and ensure alignment with M&E documentation.
Ensure coordination of data collection, compilation and analysis across all projects.
Support the development of monitoring, tracking and reporting systems, tools, and templates that enhance the quality of program outputs, generate evidence on outcomes, and promote data-driven decision-making.
Participate in the project kick-off, review and close-out meetings to ensure replication of good practices and synergies across projects.
Program Monitoring, Evaluation, Accountability and Learning
Act as the focal point for MEAL-related activities, ensuring accountability mechanisms are in place and actively implemented.
Ensure that teams are supporting efforts toward accountability, specifically to beneficiaries, in line with international standards (e.g., Core Humanitarian Standards).
Oversee the development and implementation of quality reporting systems that provide quantitative and qualitative evidence for internal and donor reports on program achievements.
Capacity Building and Support
Provide timely advice and guidance to the project coordinator, field staff, and partners on MEAL-related issues.
Organize and deliver capacity building and training sessions (e.g., Kobo, CHS) to enhance field monitoring and other MEAL-related skills among sector leads, field staff and partner organizations.
Partnerships and Collaboration
Act as the focal point for MEAL issues within the consortium and partnerships, organizing and leading MEAL workshops and review sessions.
Ensure effective collaboration with local partners, UN OCHA clusters, and other stakeholders for MEAL-related activities and reporting.
Facilitate coordination with local organizations to align on MEAL processes, data collection, and sharing best practices.
Complaints and Response Mechanism
Lead the implementation of feedback and complaint mechanisms, ensuring that beneficiaries are engaged as equal partners in the design, monitoring, and evaluation of projects.
Ensure the implementation and oversight of the Complaints and Response Mechanism (CRM) for all projects.
Engage in regular reviews of CRM processes to ensure they are accessible, transparent, and responsive to community needs.
Reporting and Quality Assurance
Ensure the quality of MEAL reports for both internal use and donor submissions, providing clear, accurate quantitative and qualitative data.
Monitor program performance against set indicators and work to ensure that reporting aligns with performance targets and objectives.
Other Responsibilities
Perform any other MEAL-related duties as requested by the Country Representative or HQ to ensure the effective functioning of MEAL systems.
Required profile and experience:
Advanced university degree in the humanitarian related field (international relations, social studies, IHL, IHRL)
Minimum of 5 years of MEAL relevant work experience at a similar position in a humanitarian context required.
Professional Requirements
Strong and proven understanding of the humanitarian operating context, donors, security, and project cycle management in the humanitarian context
Strong knowledge of institutional donor procedures
Strong skills in computer (Microsoft Office programs, excel and ppt)
Proven experience in the management of UN and other donors’ funds is a plus.
Risk management knowledge is an asset.
Experience in livelihoods and/or protection projects is a strong asset.
Knowledge of Kobo Toolbox is an asset.
Ability to conduct and organize training, logistics, and human resources.
Previous proven experience in establishing and implementing MEAL systems is required.
