Position Summary:
Momentum Wheels for Humanity is seeking an Objective 1 Lead, for a 5-year Rehabilitation for Ukraine Activity (USAID Rehab4U). The goal of USAID Rehab4U is to create sustainable and fully integrated rehabilitation services within the Ukrainian health system across all levels of care.
The Objective 1 Lead will provide strategic direction and oversight for all activities aimed at strengthening national, regional, and local leadership, management, and governance capacity within the physical rehabilitation sector in Ukraine. They will ensure effective coordination, collaboration, and implementation of project activities to achieve the desired outcomes outlined in the project plan.
Applicants must be willing and able to work in Kyiv, Ukraine. This is a full-time position.

Specific Tasks:
- Coordination and Leadership
- Lead the active participation in coordination mechanism working groups, providing technical expertise and insights to inform discussions and decision-making.
- Organize and facilitate coordination workshops involving key stakeholders to enhance collaboration and information sharing.
- Provide targeted support and guidance to the MOH and Technical Secretariat of the Rehabilitation Coordination Mechanism.
- Oversee the development of a national rehabilitation roadmap and action plan aligned with international best practices.
- Contribute to the drafting of the Action Plan for 2025-2026 to implement the National Strategy for Creating a Barrier-Free Space in Ukraine.
- Technical Oversight & Capacity Building:
- Guide the development of a prioritized list of rehabilitation services and resource allocation methodologies.
- Supervise the development of a data-driven methodology to estimate demand for highly specialized rehabilitation services.
- Lead the analysis of international best practices in rehabilitation service procurement and performance monitoring.
- Oversee the establishment of a transparent costing methodology for inpatient and outpatient rehabilitation services.
- Initiate and monitor the costing for inpatient and outpatient rehabilitation PMG packages.
- Stakeholder Engagement & Communication
- Establish and maintain strong working relationships with key stakeholders including government officials, healthcare providers, NGOs, and international partners.
- Ensure effective communication and information sharing among all project stakeholders.
- Represent the project at relevant meetings, conferences, and other events.
- Prepare regular progress reports and presentations for donors and other stakeholders.
- Project Management:
- Develop and manage detailed work plans, timelines, and budgets for all Objective 1 activities.
- Monitor project progress and ensure timely implementation of activities.
- Identify and mitigate potential risks and challenges.
- Ensure adherence to project quality standards and donor requirements.
Minimum Requirements
- Education: Advanced degree in public health, healthcare management, rehabilitation sciences, or a related field.
- Experience:
- At least 7 years of demonstrated experience in leading and managing complex health sector projects, preferably in the field of rehabilitation.
- Proven track record in strategic planning, policy development, and capacity building.
- Experience working with government agencies, international organizations, and NGOs.
- Strong understanding of the Ukrainian healthcare system and rehabilitation sector.
- Skills:
- Excellent leadership, communication, and interpersonal skills.
- Strong analytical, problem-solving, and decision-making abilities.
- Proven project management and organizational skills.
- Fluency in Ukrainian and English (both written and spoken).
