Senior Project Manager (Corporate Governance Reform)
The Recovery and Reform Support Team (RST) at the Ministry of Economy is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by international donors to provide targeted technical support and assist the Ministry of Economy in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs while strengthening links and partnerships between the Ministry of Economy priorities and relevant donor support.
Main duties and responsibilities
The Senior Project Manager is expected to provide assistance with the following:
- improving corporate governance policies and practices on SOEs by providing analysis of current processes, managerial and expert support on improvement of mentioned above policies and practices.
- consulting on the improvement of corporate governance at TOP-15 biggest SOEs as well as providing feedback and guidance to other SOEs upon the Ministry’s request as a contact point for the corporate governance reform in the Ministry.
- overseeing the stream on the improvement of work of the Nomination Committee.
- consulting the Ministry and participation in consultations with the Cabinet of Ministers of Ukraine on improving systems and processes through which the state carries out its ownership function (based on OECD recommendations).
- supporting the Ministry with the development of the State Ownership Policy and design of a centralised ownership function as well further advocation of the mentioned policy and function.
- supporting an adoption, including advocacy, of by-laws to the Law #3587-ix on enhancing corporate governance in SOEs and its conformity to OECD standards.
- supporting the Ministry’s strategic projects related to the regulation of SOEs and advancing the restructuring of the Ministry’s policies and activities concerning SOEs and their corporate governance.
- advising the Ministry on the strategic development of state property management and providing recommendations for key government strategic documents, including the Ukraine Plan.
- advising the Deputy Minister on project management tools to be utilized for implementing the Ministry’s strategic projects in the area of SOEs and other key sectors.
- supporting and proposing systemic tools for communication with stakeholders (international partners, ownership entities, members of parliament, donors, subcontractors) to ensure alignment of efforts with common goals.
- coordinating the work of consultants and other colleagues in the RST, as well as in other technical assistance projects, that support the Ministry in improving SOE governance.
- coordinating strategic communications and communication consultants on SOEs reform and corporate governance reform.
Qualifications and skills:
- Master’s degree in Management, Economics, Project Management, Public Policy, Business Administration or Law.
- Strong analytical, communication, and presentation skills.
- Excellent verbal, written, and communication skills.
- Advanced level of PC literacy (PowerPoint, Project, Excel, Word).
- Excellent command of Ukrainian and fluency in English.
Professional experience:
- minimum 7 years of relevant professional experience
- minimum 5 years of experience in project management, public or business administration, business consulting.
- minimum 3 years of professional experience working on corporate governance reform and/or working with SOEs.
Other competencies:
- proven knowledge and professional experience in project management.
- proven knowledge of EU acquis and/or OECD corporate governance principles.
- experience with government entities and their mandate and processes.
- knowledge and experience in public procurement is an asset.
- familiarity with the reform agenda in Ukraine and a good understanding of the policy formulation process is an asset.
