Information about the project

The project "Strengthening Public Trust" (UCBI - 4) of the Office of Transition Initiatives (OTI) of the United States Agency for International Development (USAID) is designed to promote a united, democratic and Europe-oriented recovery of Ukraine from the consequences of the Russian invasion. This goal will be achieved through three initial tasks: 1. Strengthening the transparency and accessibility of recovery processes that reflect local priorities in the most war-affected regions. 2. Strengthening of ties between the territories temporarily occupied by Russia and other parts of Ukraine. 3. Promoting the involvement of citizens of the frontline and liberated regions in the life of their communities in order to strengthen their stability and build a better future. 

Main tasks and responsibilities 

  • Participates in the development of activities with various stakeholders and monitoring the technical implementation of projects within the southern geographic region.
  • Under the direction of the PDM, the Project Development Assistant (PDA) will engage potential grant recipients in the creation and development of grant and project concepts consistent with UCBI's strategic framework and priorities.
  • Under the direction of the PDM, the Project Development Assistant (PDA) will identify specific interventions and activities aligned with UCBI's strategic framework and priorities.
  • Acts as PDM's "eyes and ears" on site, ensuring rapid escalation of issues and issues with projects and partnerships.
  • Coordinates work with other teams and colleagues from the Grants, Procurement and Operations divisions to ensure collaborative planning and constructive relationships.
  • Facilitates learning and learning opportunities from other team members and departments, as well as subject matter experts and partners to increase project innovation and quality and ensure best practices are used.
  • Monitors and reports on the environment (emerging trends, news and events) in the context of political, social, cultural and economic dynamics affecting the project portfolio.
  • Keeps PDM informed of developments in the political, legal and economic situation on the ground and the impact of changes on UCBI's activities and relationships.
  • Communicates and adheres to deadlines agreed between PDM and Grants, Procurement and Operations colleagues.
  • Supports the preparation of timely, high-quality, thoughtful contributions to the outputs of UCBI's communications activities, including Semi-Annual Reports, Success Stories, Case Studies.
  • Facilitates the provision of timely and accurate monitoring, evaluation and training (MEL) inputs within a defined geographic area.
  • Monitors and evaluates project progress by preparing detailed site visit reports with an emphasis on deliverables.
  • Ensures that all SharePoint (SP) and Web-Based Database (WBDB) inputs (files, reports, deliverables, and project notes) are generated, named, and stored according to project guidelines.
  • Uses and maintains the WBDB throughout the UCBI Project Cycle according to guidelines.
  • If necessary, goes on business trips as part of meetings and visits to program objects to promote the effective development and proper implementation of the program.
  • If necessary, the Project Development Assistant can perform special tasks and duties assigned to him by the PDM to ensure the overall effective development of program activities. 

Main areas of work: Idea generation, Program support, Relationship support, Monitoring, Training, Reporting.

Qualification

  • Bachelor's degree preferred.
  • One (1) or two (2) years of experience working on complex field programs preferred,
  • Proven experience working with USAID grant programs is desirable.
  • Ability/willingness to learn and grow professionally.
  • Ability/willingness to travel to UCBI locations.
  • Demonstrated analytical skills and understanding of the local, regional, and national political context, as well as the ability to think creatively, are a must.
  • Knowledge of local organizations, community-based organizations, and government actors and stakeholders is desirable.
  • Desirable experience of working with local organizations in the implementation of projects with the involvement of the community and consensus-type projects.
  • The ability to demonstrate in practice successful experience in the application of all the above key competencies is mandatory.
  • Work experience in the Kimonix company is desirable.
  • Mandatory fluency in the Ukrainian language - in oral and written form.
  • Mandatory mastery of the English language - in oral and written form.
  • For conscripts, the presence of a mark on military registration is mandatory in the military ticket.

Program Description

The United States Agency for International Development (USAID) Office of Transition Initiatives (OTI) Ukraine Confidence Building Initiative 4 (UCBI 4) aims to support advancing Ukraine's unified, democratic, and Europe-oriented recovery from Russia's invasion. This goal will be met through three program objectives: 1. To strengthen transparent, accessible recovery processes in frontline and liberated areas that reflect local priorities; 2. To strengthen nonviolent civic action and connections in Russian-controlled areas with the rest of Ukraine; and 3. To empower civic engagement in frontline and liberated communities to contribute to community resilience and shaping a better future.

Principal  Duties and Responsibilities  

  • Contribute to developing activities with various stakeholders and monitoring the technical implementation of activities within a South geographic area.
  • Under the guidance of the PDM, the PDA will engage potential assistance recipients to design and develop grant concepts and activities that are strategically aligned with the UCBI strategic framework and priorities.
  • Under the guidance of the PDM, the PDA will identify specific interventions and activities that are strategically aligned with the UCBI strategic framework and priorities.
  • Serve as the PDM's “eyes and ears” on the ground ensuring that issues or concerns with activities and partnerships are quickly escalated.
  • Coordinate with other teams and grants, procurement, and operations colleagues ensuring collaborative planning and constructive relationships.
  • Pursue knowledge and learning opportunities from other team members and departments as well as subject matter experts and partners to deepen innovation and excellence in activities and ensure best practices are realized.
  • Monitor and report on atmospherics (emerging trends, news, and developments) that relate to the political, social, cultural, and economic dynamics within the portfolio.
  • Advise PDM on the evolution of the local political, legal, and economic situation and on how changes impact UCBI activities and relationships.
  • Communicate and adhere to deadlines as agreed with the PDM and grants, procurement and operations colleagues.
  • Support timely, high-quality, thoughtful contributions to UCBI communications deliverables including, but not limited to, Semi-Annual Reports, Success Stories, Case Studies.
  • Contribute to accurate and timely MEL inputs within given geography.
  • Monitor and assess activity progress generating detailed site visit reports focused on outcomes.
  • Ensure all SharePoint (SP) and Web-Based Database (WBDB) inputs (files, reports, deliverables, and activity notes) are generated, named and stored per project guidelines.
  • Use and maintain WBDB per guidelines in the UCBI Activity Cycle.
  • Travel as required to program site visits and meetings to facilitate effective program development and compliant implementation.  
  • As needs dictate, the PDM may assign ad hoc special tasks and duties to the PDA to ensure the overall efficient development of program activities.

  • Experience working with local organizations to implement community participation and consensus-type activities preferred.
  • Ability to practically demonstrate successful experience with all the core competencies listed above required.
  • Prior work experience with Chemonics desirable.
  • Fluent written and oral Ukrainian required.
  • Proficient written and oral English required.
  • For conscripts, a note on military registration in military ID is required.
