USAID/Ukraine Public Health System Recovery and Resilience Activity will strengthen public health capacities, standards, outreach services, and access to essential health care services during crises such as COVID-19 and other health-related challenges, as part of supporting Ukraine’s pathway to self-reliance. This is to be a five-year activity started in May 2022.
Position Purpose
Pact seeks Data Officer who will be responsible for management of program data flow through the maintenance of internal electronic and paper-based recording systems, data analysis and learning.
RESPONSIBILITIES
Data Officer will be responsible for, but not limited to, the following tasks:
- Support project-level monitoring of activities through the maintenance of internal electronic and paper-based recording systems and providing necessary data for program reports and deliverables.
- Develop program data collection tools.
- Desing and manage surveys.
- Facilitate data collection, collation and timely reporting by the Project’s partners and staff.
- Provide guidance/trainings to partners on data collection and analysis.
- Provide data analysis and timely provision of information on underreporting of expected results to program staff.
- Prepare analytical materials to inform programming.
- Perform other duties, as assigned.
QUALIFICATIONS
- At least bachelor’s degree in public health, sociology, economy, math or related discipline.
- At least 2 years’ experience in project monitoring and evaluation.
- Excellent analytical skills.
- Excellent skills in computing, word processing, work with tables and graphs/diagrams, presentations, etc.
- Proficiency in English and Ukrainian
Preferred qualifications
- Work experience with an international organization, USAID in particular.
- Good inter-personal skills and ability to work collaboratively on a wide range of issues.
- Pro-active, intuitive, fast thinking and able to work with minimal supervision.
- Excellent organizational skills and ability to manage a complex workload and deadlines.
