Program Summary:

Project HOPE is providing humanitarian assistance to internally displaced and conflict-affected persons throughout Ukraine, as well as support to refugees in Poland, Romania, and Moldova. The portfolio in Ukraine focuses on Health, Protection, and WASH programming in partnership with two local NGOs, with private funding and support from USAID/BHA.

Project HOPE in Ukraine Private Funded Program Portfolio is focused on next major components: 
- Equipment, Pharma, Medical Supply for Primary, Secondary and Tertiary health facilities 
- Capacity building for the health care workers including specialized training programs. 
- Support in renovation of Health care facilities and other crucial community facilities to strengthen community resilience and decrease workload on other health facilities. 
- Improving IPC/WASH standards within Health Facilities and facilities serving affected population 
- Supporting establishment of Mobile Medical Units with Ukraine Health system to establish better access to healthcare services to affected populations and vulnerable groups. 
- Strengthening community cohesion and resilience with big influx of IDPs 
- MHPSS support to health care workers and affected population and vulnerable groups 
- Emergency Response to healthcare needs in case of crisis escalation.

This position will be based in Dnipro or Zaporizhzha (traveling required)

POSITION SUMMARY: 

Medical coordinator will provide technical assistance on Project HOPE programs and in collaboration with the Ministry of Health, National Public Health Centers, and other Ukrainian Government and Civil Society Entities, as required. This position will require experience with the Ukrainian Medical System and relevant institutions and stakeholders and the ability to attain important information plus grasp Health needs in constantly changing war context.

Travel up to 50%

PRINCIPAL RESPONSIBILITIES:

· Participate in strategic program discussions on the planning of health programs. Formulate, design and prepare a sector of the health program proposal, ensuring alignment with Project HOPE’s strategic plan. 
· Carry out assessments of health facilities, including hospitals and health clinics to determine current or anticipated needs in terms of supplies, pharmaceuticals, equipment and staffing. 
· Analyzes available data from on-going health programs, identifies trends and proposes ways for program, needs assessment and data collection improvements aiming better programmatic and research outcomes. 
· Identify other potential response activities or anticipated response needs, including deployment of mobile medical teams, support to volunteer groups, provision of surge support to local medical facilities, etc. 
· Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders, and to support the implementation and delivery of concrete and sustainable program results. 
· Provide technical guidance and operational support to government counterparts and other partners/donors on the interpretation, application and understanding of Project HOPE policies, strategies, processes, and best practices and approaches on health-related issues to support program development planning, management, implementation and delivery of results. 
· Participate in discussions with national partners, clients and stakeholders to promote health and development issues, especially in the areas of gender, emergency preparedness, maternal and neonatal health, and development, health system strengthening. 
· Actively support programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to identify bottlenecks, potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution. 
· Liaise with government officials to ensure all activities are carried out with necessary approvals and proper coordination. 
· Coordinate with UN agencies and other civil society groups, including Ukrainian and international non-governmental organizations. 
· Provide regular situational analyses covering security, health and humanitarian updates. 
· Provide inputs on budgetary needs for current and planned relief activities 
· Based on set objectives understand the data, clean, transform and enhance data, analyze and visualize data, based on the data build hypothesis on how to achieve the objective and develop ways to validate it. 
· Аnalyze and explore data in interactive views, such as charts and tables, create and share interactive reports, scorecards, and dashboards, view, sort, and organize small to medium datasets in spreadsheets, create charts and tables quickly and easily.

QUALIFICATIONS:

  • Bachelor’s degree in public health, Medicine, Nursing, Paramedicine, Hygiene and Infection prevention control or related field, Master’s degree preferred.
  • Strong Analytical Skills: profound knowledge of mathematics, statistics, and probability, solid understanding of unit economics, understanding of basic principles of quantitative and qualitative research, understanding data types, data distribution types.

  • Knowledge of Ukrainian digital health system (most importantly, Helsi), routine work of family doctors, most relevant sources of information in Ukrainian public health, disease and health conditions classifications (ICD-10, ICPC-2), most common epidemiological indicators (incidence, prevalence), organising observational studies.

EDUCATION AND OTHER:

- 1-3 years’ experience with international health programs is highly preferred. 

- Experience in communication with high volume of diverse stakeholders (cold and warm contacts) 

- Experience in data collection, conversion and analysis is highly preferred.

- Project management skills. 

- Proficiency with MS Word and Excel (advanced skills). 

- Proficiency with computers both in word processing and data gathering spreadsheet programs, with presentation and report writing capability.

- Fluency in English and excellent writing skills are required. Minimum English requirement: B2/C1. Fluent local spoken languages.

Ability to travel internationally is preferable

  • Typical office environment with exposure to a minimal noise level. 
  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation. 
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
