DESCRIPTION

The Project Manager is responsible for the implementation of the projects. Specifically, responsible for all project implementation, periodic reporting, project property and staff administration and performance evaluation, timely project implementation & related data collecting, recording, reporting and documentation. Also responsible for timely medicine and medical supplies and equipment planning and procurement, implementation of improved health service.

Duties and responsibilities:

The Project Manager will have the following duties and responsibilities.

  1. Project management

•     Manage and coordinate overall project activities in the project-planning, controlling, reporting and monitoring and evaluation.

•     Prepare medicine, medical supplies and equipment plan timely and facilitate the procurement with help of procurement officer. 

•     Responsible for receipt, with concerned field office staff, of  medicines, medical supplies and equipment and handover to beneficiaries according Ukraine law and procedures of GFFO. Timely report to the humedica country office.

•     Support subordinates in facilitating trainings/workshops in the field and in supervising the humedica capacity-building component for medical and other staff in the region.

•     Make sure that the lifesaving support of project is appropriately used by beneficiaries and monitors the quality of service as per standard of health indicator set by Ministry of health.

•     Participate in interagency meetings like health cluster at project area level and communicate relevant information to the Country Office.

•     Plan, coordinate and take part in impact monitoring of humedica activities implemented.

•     Organize and follow up data collection, documentation, analysis and reporting in collaboration with field workers, MEAL officer, health cluster and other partners and humanitarian network. 

•     Maintaining and updating health and other project-related data, and preparing necessary reports as required by humedica and GFFO.

•     Ensure that appropriate security guidelines are communicated, adhered to, and regularly reviewed with the Country Office.

•     Ensure timely and accurate security / incident case reporting to the Country Office.

•     Prepare regular project status activity reports and send to humedica and cluster and GFFO; and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.

•     Serve as a role model at all times, personally embodying humedica’s mission and values, whilst helping to ensure that humedica’s code of conduct, policies and standards are understood by all and adhered to in practice.

  1. Project finance, property and human resource administration

•     Direct supervision of field office staff, employee evaluation, initiated disciplinary contact and performing other project coordination/ managerial tasks.

•     Control inventory of fixed assets is well stored, labelled, recorded and documented to be reported to the country office and stakeholders in interim periods as required and annually.

•     Manage project staff, performance evaluation and initiate management decision and measure; and handle other human resource responsibilities in consultation with the operation manager and humanitarian coordinator.

•     Makes sure that record and update project information and keep required files of the project including property inventory and report at the end of each month as per the humedica format and standard health format of GFFO, as assisted by staff. 

  1. Project networking and partnership

•     Ensure well rooted local networking and partnership 

health and other humanitarian stakeholders and partners in line with humedica policy and attainment of project goal and objectives, and communicate to humedica country office timely.

•     Make sure timely planning of capacity building and support the project partner and health and other staff in facilitating trainings/workshops in the field.

•     Participate in interagency meetings with local governmental and other stakeholders and partners at project area level and communicate relevant information to the humedica country office.

  1. Project safety and security

•     Ensure that appropriate security guidelines are communicated, adhered to, and regularly reviewed with the  Security Officer.

•     Ensure timely and accurate security / incident case reporting to the Country Office.

•     Always ensure team security and safety in a highly changeable and volatile security environment in collaboration with Security Officer; and make sure/reasonably assist to take the right measure at times of incidence and crisis occurrence.

•     Always serve as a role model, personally embodying humedica’s mission and values, whilst helping to ensure that humedica’s code of conduct, policies and standards are understood by all project staff and adhered to in practice. 

  1. Project performance management and other duties 

•     Ensure total quality management of the project to meet the required performance level in consultation with and working together with the MEAL officer, health cluster, GFFO and other partners with project staff.

•     Undertake and take responsibility of other tasks to be assigned by the Country Office.

  1. Miscellaneous
    • Demonstrate a high level of professionalism while working or coordinating with beneficiaries, their family members and all internal or external parties. Any incident or work-related conflict should be immediately reported to the Country Director. 
  2. Reporting

  3. Required Skills and Experience
    • Education: 
  • Master’s Degree in a relevant area such as International Relations, Project Management, Social Sciences, Political Sciences or related field. 
    • Experience: 
  • At least two years demonstrable experience working on project development and implementation, including financial/budget management, procurement, and reporting.
  • Knowledge and management experience with project management methodologies including results-based management. 
  • Proven record of mobilizing resources in the private and/or public sectors.
  • Proficient computer skills and use of relevant software and other applications.
  • Knowledge of Ukrainian government system and protocols a plus.
  • Experience with GFFO project management systems a plus.
    • Language requirements: 
  • Fluency in spoken and written English.
