CARE INTERNATIONAL 

CARE International (CI) is among the world’s largest international non-governmental humanitarian relief and development confederations. Drawing on more than 75 years of experience, through its 21 Members, as both a practitioner and thought leader, CI’s work reaches over 100 countries worldwide to save lives, defeat poverty and achieve social justice.  

CARE’s vision is to seek a world of hope, inclusion, and social justice; where poverty has been overcome and people live in dignity and security. CARE focuses heavily on women and girls, and the areas of gender equality, diversity, and inclusion are at the center of our work because we know that we cannot overcome poverty and social injustice until all people have equal rights and opportunities. We recognize that power relations between people and within systems and structures are unequal and that these are entrenched in our broader systems, structures, and institutions.  

At the core of the CI Confederation is a globally distributed Secretariat, which provides coordination and support to its Members in areas including governance, strategic planning, communications, membership development and accountability, advocacy, humanitarian response, and program development. In addition, the Secretariat represents the CI Confederation at the United Nations and the European Union, and with other external stakeholders. 

Context in Ukraine 

On 24th February 2022, the invasion of Ukraine marked a significant escalation to the conflict that started in 2014. It continues to profoundly impact the lives of people across the country at various levels. The front line is continuously shifting and there are areas under Russian military control, as well as cities under siege. Attacks on military installations and critical civilian infrastructures are conducted in the whole territory of Ukraine, often resulting in collateral civilian casualties. The conflict has caused the largest population movement in Europe since World War II, with over 5 million currently displaced within Ukraine and 6 million refugees across Europe. OCHA had counted 17.6 million people in need of humanitarian assistance.  

At least one-third of the country’s energy infrastructure is damaged, leaving millions without heating and access to water. In October 2022, the Russian Federation claimed to have annexed four Ukrainian oblasts, further increasing the challenge of access to these areas. Therefore, an ongoing priority for the international humanitarian response is to reach newly accessible areas in the East and South, and to provide aid to previously unreachable and particularly hard-hit areas of Ukraine.  

CARE UKRAINE 

CARE prioritizes a locally led response and is partnering primarily with Civil-Society Organizations (CSOs), National NGOs, local authorities, and when needed, INGOs with a longstanding presence in the country and access to hard-to-reach areas. CARE Ukraine deliberately and strategically prioritizes partnerships with local and national Women Led and Women Rights organizations (WLO’s/ WRO’s), further strengthening the Gender in Emergencies (GiE) principle and the Women Lead in Emergencies (WLiE) approach. 

In the first few weeks after the escalation of the war, virtually all humanitarian aid inside Ukraine was organized and implemented by local actors. These groups (together with local authorities) remain the principal aid providers but are quickly being exhausted of funds, fuel, and physical energy. Thereby, a considerable proportion of CARE’s resources is dedicated to strengthening and supporting the capacities of local partners.  

As of May 2022, CARE Ukraine has established partnerships with more than 20 national organizations (incl. four WLOs/WROs) and five international NGOs. From more than 45 million € that have been raised for Ukraine thus far, around 70% is allocated to local and national partners. Through the activities that have been implemented so far, CARE Ukraine has been able to reach 759,651 people, including IDPs and affected populations in hard-to-reach areas. 

While CARE Ukraine’s country office is currently located in Lviv, we also have a coordination office in Kyiv as well as area offices in Dnipro and Odesa, covering both the East and South of the country.  

General objectives  

Role Objectives:  

Reporting to the Program Quality Lead the Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator works in close collaboration with Sector Technical Advisors, Program Managers, Partner program and MEAL teams to optimize monitoring, evaluation, accountability and learning capacities and opportunities of CARE in Ukraine to ensure high-quality programming for the participants we serve and support the global ambitions of CARE’s Vision 2030 and the Country Strategic Action Plan.  

To this end, the MEAL Coordinator is responsible to ensure that a monitoring, evaluation and accountability and data management system is in place, sufficiently resourced and successfully implemented from collection to visualization. And that MEAL data is contributing to improved learning and program quality. The MEAL Coordinator is responsible for ensuring that MEAL principles are integrated in every step of the project cycle and contributes to the implementation of the Country Strategic Action Plan and Strategy 2026-2028.  

In support of these goals, the coordinator provides vital technical assistance, capacity sharing, individual mentoring, supervision and training to MEAL staff at CARE and partners.  

Role Responsibilities:  

Strategic Leadership  

• Lead all aspects of MEAL (including client feedback mechanisms) across multiple partners, sectors, and geographical areas.  

• Develop, coordinate and strengthen capacity sharing partnerships with MEAL counterparts of partner agencies.  

• Represent CARE on MEAL at internal and external meetings, forums, and other events.  

• Champion design, access and use of data by leaders and partners for shared learning and evidence-based decision-making.  

• Shape and implement MEAL systems and approaches that meet CARE standards and practices, that meet project and program needs, enable accountability to participants, partners, and donors, and foster program learning.  

• Reinforce integration of cross-sectoral priorities in MEAL, including gender, protection, safeguarding, disaster risk reduction, Diversity-Equality-Inclusion and Do No Harm.  

Technical Oversight  

• Provide technical leadership for a strong monitoring system and processes throughout the project cycle from the design, implementation to close-out and learning including :  

  • Using learning and evidence from internal and external sources including previous projects to inform proposal design and Theory of Change.  

  • Developing and operationalizing, logical frameworks, MEAL plans, data collection tools, processes for data management, clients feedback approaches, quality checks and audits, and data visualization.  

  • Developing and advocating for adequate MEAL budget and staffing structure for all projects.  

  • Producing high-quality data, analysis, reports, presentations, and dashboard of key findings that foster learning and decision-making and share in key meetings such as project cycle meetings and strategic senior management team meetings.  

• Provide technical leadership for the design, method, and conduct of surveys such as baseline and endline, and the commission of evaluations and surveys as required in coordination with program coordinators, technical advisors, and external partners were vital.  

• Lead and advocate for the expansion of standard mobile data technology and online dashboard to enhance timeliness and quality of data collection, analysis and visualization.  

• Provide technical leadership to CARE’s effort in meeting its internal and external accountability commitments through the implementation of participant feedback and response mechanisms.  

Partnership  

• Champion a culture of effective and respectful partnerships. Promote partner-led programming in line with CARE partnership framework   

• Develop staffing structures with the appropriate number of staff to effectively manage partnerships and ensure quality.  

• Participate in the identification of potential partners and stakeholder analysis process.  

• Actively contribute to the relevant sections of Partner Capacity Analysis (PCA) and the subsequent development of partner support plans.  

• Manage the implementation of action items in the MEAL sections of partner support plans.  

• Support collaborative project logframe and MEAL budget design with partners.  

• Ensure each program design defines CARE program and strategic approach based on how we can best support, reinforce and complement local actors.  

• Review and provide feedback on partner technical tools, reports, and data as required  

• Actively participate in the Partnership Working Group (PWG).  

Human Resources     

Promote the growth and development of others in CARE teams and partners: Assess proficiencies; develop and lead targeted learning and training strategy. In particular, coach, mentor and support MEAL staff, provide vital tools and resources, as well as on the job training.  

Set clear performance objectives; manage staff work plans; establish regular performance reviews; champion a positive working environment for professional development; foster an inclusive and respectful team climate, where all staff are valued and respected and can contribute to their maximum potential  

Expected  

  • Proven experience with practical and impactful gender equality and women’s empowerment approaches to development and humanitarian action   

  • Knowledge in management and dissemination of research findings.  

  • Strong skills in Excel and experience with Power BI or other data management and visualization software  

  • Experience with Kobo Toolbox data collection tool   

  • Excellent organizational skills and ability to work independently, manage time and execute tasks  

  • Ability to work in fast changing environment and to multi-task and context-switch effectively between different activities and teams  

  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
