Polish Humanitarian Action (PAH) is currently looking for Project Manager to support implementation of the projects.

About PAH:

Polish Humanitarian Action (PAH) is an international non-governmental organization which since 1992 has been providing humanitarian and development help worldwide. So far, the interventions have been carried out in 46 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly and single mothers, working in the sectors of food security protection and livelihoods. PAH Ukraine is currently expanding programming from humanitarian to both early recovery and development-oriented interventions that provide sustainable livelihoods opportunities to the affected population.

Key Duties and Responsibilities:

Project Management:

  • Lead day-to-day coordination of project implementation across all sectors, locations and delivery modalities.
  • Ensure alignment between the approved project narrative and logframe, annual and quarterly workplans, and partner implementation schedules throughout the project lifecycle.
  • Track progress against agreed outputs, milestones and timelines, and proactively escalate risks or delays to the Head of Programs.
  • Ensure that life-saving priorities are upheld, particularly in frontline, hard-to-reach, and rapidly evolving contexts.

Partner-led Implementation Management:

  • Oversee the programmatic performance of local implementing partners delivering approximately 75% of project activities, in close coordination with the Compliance & Sub-granting Manager and Partnership Manager.
  • Ensure partners receive clear guidance on expected deliverables, timelines, and quality standards in line with donor and PAH requirements.
  • Identify implementation bottlenecks, capacity gaps, or contextual constraints affecting partners and trigger coordinated corrective or support actions.
  • Support the operationalisation of PAH’s localisation approach by enabling effective, accountable, and well-coordinated partner delivery rather than substituting partner roles.

Internal Coordination:

  • Act as the central coordination point between the Program team, technical leads (Protection and WASH/SNFI), Area Managers, Compliance & Sub-granting, MEAL, and Grants & Reporting.
  • Ensure technical guidance, compliance requirements, and reporting obligations are translated into realistic and coherent implementation planning.
  • Convene and facilitate regular internal project coordination meetings to support information flow, decision-making, and follow-up.

Risk Management:

  • Maintain a consolidated project-level overview of programmatic, operational, partner-related, and contextual risks.
  • Support timely adaptation of implementation modalities in response to changes in security, access, needs, or partner capacity.
  • Coordinate with Area Managers, Security, Operations, and technical teams to ensure safe, feasible, and principled programming.

Financial Oversight:

  • Monitor overall budget utilisation trends and implementation pace to identify risks of under- or over-spending.
  • Flag financial or absorption risks related to partner delivery and support timely planning or re-forecasting adjustments.
  • Contribute to value-for-money considerations by ensuring activities remain aligned with agreed objectives and priorities.

Representation & External Engagement:

  • Support the Head of Programs in donor communication related to implementation progress and operational adaptations.
  • Represent PAH, when delegated, in coordination fora and discussions with local authorities relevant to project implementation.
  • Ensure coherent external messaging by aligning programmatic updates with technical and grants inputs.

Other tasks:

  • Cooperating with Information Management team to ensure proper project-related data management and reporting.
  • Participating in project proposal development process incl. budget development.
  • Other duties related to programs as assigned by the supervisor.

Project Manager will be selected based on the qualification requirements described below:

  • Higher professional education in the relevant field of study (master’s degree, specialist.
  • Minimum 5–7 years of experience managing complex humanitarian projects, preferably funded by US Department of State (previously – USAID) or comparable donors.
  • Demonstrated experience working with local implementing partners and sub-granting or partnership-based delivery models.
  • Solid understanding of multi-sector humanitarian programming, particularly Protection and/or WASH/Shelter and cash-based programming.
  • Proven ability to operate effectively in conflict-affected and volatile environments.
  • Strong coordination, prioritisation, and communication skills within matrix management structures.
  • Excellent verbal and written communication skills in English (is a must) and Ukrainian.
