POSITION SUMMARY: The Health Sector Lead provides strategic vision, leadership, and technicaloversight for the Health Sector of the organization, guiding the design,implementation, and management of health interventions at national, regional,and community levels. The role The role leads the Health team and works closelywith Project HOPE senior leadership and field-based health teams to ensure thedelivery of high-quality, needs-based, and compliant health services for targetedpopulations.The Health Sector Lead is responsible for ensuring consistent quality of careacross all Project HOPE-supported health facilities, including oversight of clinicalstandards, service delivery models, and performance monitoring. The roleensures that health staff are appropriately trained, supported, and supervised,and that pharmaceuticals and medical supplies are managed in line withorganizational policies and donor requirements.In addition, the Health Sector Lead contributes to proposal development anddonor engagement by providing technical inputs, activity design, and costingassumptions for health interventions, and by supporting the preparation of highqualityconcept notes and proposals in coordination with programs and grantsteams. Regular field engagement and travel (up to 50%) are required.
RESPONSIBILITIES:
- Provide strategic leadership and technical oversight to ensure healthprograms comply with WHO, SPHERE, national, and donor standards.
- Lead and supervise the Health team, providing technical guidance,mentoring, and performance management.
- Oversee health program data, monitoring, and reporting to supportevidence-based decision-making and accountability.
- Coordinate closely with HQ technical and grants teams to ensure alignmenton strategy, compliance, reporting, and proposal development.
- Provide regular programmatic updates and technical inputs to internal andexternal stakeholders, including senior management, technical units, anddonors, in line with established reporting and communication structures.
- Coordinate program budgets, supply chains, and technical knowledgetransfer with the Technical Unit.
- Coordinate with national and local health authorities, WHO, andpartners to ensure alignment with health systems and outbreakpreparedness efforts.
- Ensure effective management of pharmaceuticals, medical supplies,treatment protocols, and health budgets.
- Contribute to strategic planning and provide technical input intoproposal development, concept notes, and donor submissions.
- Ensure integration of health activities with related sectors, includingMHPSS and WASH, and represent the organization in coordinationforums.
- Foster a positive and collaborative working environment, promotingstrong professional relationships, team cohesion, and mentorship ofhealth program staff.
- Support recruitment, training, and capacity building of health staff toensure quality, sustainability, and continuity of services.
- Perform additional duties as assigned by senior management.
EDUCATION:
- Master’s degree in Medicine, Public Health or otherrelevant studies
- Ukrainian - Fluent, English - minimum Upper-Intermediate
Years of Experience: Minimum of five (5) years of progressive experience providing leadership andtechnical oversight for large-scale, multi-million-dollar donor-funded healthprojects, preferably within humanitarian or emergency response settings.Experience working with international health programs is required. Previousexperience working on programs funded by DoS (USAID/BHA), is considered astrong asset.
