Annex 2 - TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: National Consultant to Support the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration (Coordination)
- Duty Station of the Consultancy: Kyiv, Ukraine
- Duration of Consultancy: 9 months, with possibility of extension subject to funds availability and satisfactory job performance.
- Nature of the consultancy:
Under the overall supervision of the Chief of Mission and the direct supervision of the Project Specialist (Transitional Justice and Community Cohesion), and the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration (DPMO), the Consultant will enhance the capacity of the DPMO to lead, coordinate, and advance national efforts related to transitional justice, reparations, and support to survivors of conflict-related human rights violations.In accordance with Resolution of the Cabinet of Ministers of Ukraine No. 915 of 30 July 2025, the Deputy Prime Minister (DPM) is mandated to develop state legal policy in the field of human rights protection, ensure the implementation of the humanitarian and legal dimensions of foreign policy, and coordinate interaction with international organizations in this area. These responsibilities include the coordination of state efforts aimed at supporting persons affected by the war and ensuring their access to legal, psychological, and social assistance. The Consultant will contribute to these functions by supporting policy development, strengthening interagency coordination, and facilitating cooperation with civil society and international partners in the development and implementation of survivor-centred policies, mechanisms, and initiatives.
The Consultant will play a key role in the coordination of DPMO’s initiatives related to transitional justice and reparations for survivors of human rights violations related to conflict and will ensure coordination between DPMO with the International Organization for Migration (IOM), governmental agencies, CSOs, international partners and donors. The Consultant will also assist the DPMO in preparing positions, proposals, and materials for international meetings, and coordinating interagency efforts.
- Project Context and Scope:
The impacts of the full-scale invasion of Ukraine are immediate in terms of humanitarian needs and protection concerns, and massive in terms of recovery, reconstruction and prospects for stability. IOM Ukraine’s programmes contribute to durable solutions through the reconstruction of housing and community infrastructure, the creation of safe space for local governance and dialogue between communities and authorities. Moreover, sustainable return and durable solutions for displaced populations can only be achieved if, among other criteria, remedies are provided to survivors of human rights violations.
The Government of Ukraine (GoU) has already made significant progress regarding the adoption of legislation and initiatives on reparations at the domestic level, including Law of Ukraine No. 4071-IX “On recording information on damage caused to personal non-property rights of individuals as a result of the armed aggression of the Russian Federation against Ukraine” and Law of Ukraine No. 4067-IX “On the Legal and Social Protection of Survivors of Sexual Violence Related to the Armed Aggression of the Russian Federation against Ukraine, and Urgent Interim Reparations”. At the same time civil society organizations have engaged in documenting crimes, providing support to the survivors, and advocating for accountability and reparations.
IOM is committed to GoU institutions with ongoing reparations and transitional justice expertise, as well as technical advice on best practices for protecting the rights of individuals affected by the armed aggression against Ukraine. In particular, IOM supports the Office of the Deputy Prime Minister in strengthening government efforts to ensure that survivors have access to up to date, verified, and easily understandable information about available state, public, and international services, and can receive the support they require.
The Consultant will contribute to “Supporting National and International Comprehensive Reparation and Transitional Justice Mechanisms for Ukraine” project (RP.0134), funded by the U.S. Department of State, under the Peace, Security, and Human Rights Programme (PSHR) within the Transition and Recovery Unit of IOM Ukraine.

- Tasks to be performed under this contract: Category A Consultancy
- Coordination of inter-agency cooperation in the field of reparations and transitional justice on behalf of the DPMO, in accordance with the tasks set by the DPM. Ensuring regular communication, harmonization of actions, and coordination of approaches between central executive bodies, local authorities, parliamentary structures, and other relevant institutions.
- Interaction with partners to develop and integrate victim-oriented approaches into national mechanisms. Coordination and advocacy for the inclusion of the needs of different categories of survivors in policies and procedures, support for work and interaction with international organizations.
- Supporting the DPM and the DPMO in performing their functions within the framework of Ukraine's co-chairmanship of the International Alliance on Preventing Sexual Violence in Conflict (PSVI Alliance). Preparing positions, materials, and proposals for international meetings for the DPM, coordinating interagency cooperation within the PSVI Alliance, supporting the continuation of initiatives launched during Ukraine's chairmanship, and ensuring their strategic development.
- Implementation of joint initiatives of the DPMO and the IOM within the framework of the project. Coordination of joint priorities, planning of joint actions, monitoring of the implementation of components, coordination of work with the authorities and partners involved, provision of strategic recommendations on program decisions and implementation processes.
- Ensuring cooperation with international partners, institutions, and mechanisms. Developing partnerships, participating in international meetings, promoting common priorities, and coordinating approaches to documentation, data processing, and compensation and reparations processes.
- Contributing to the development of state authorities' capacities in the area of transitional justice and reparations. Participating in the development and delivery of training sessions, consultation sessions, and meetings, and preparing methodological materials as necessary.
- Ensuring cooperation with civil society actors and supporting their involvement in the coordination processes. Facilitating consultations, supporting the involvement of civil society organizations in policy discussions, and developing recommendations for their participation in survivors’ assistance processes. Supporting and accompanying the DPM during meetings with civil society representatives.
- Coordinating the efforts of the DPMO in developing and supporting mechanisms for informing survivors about claim submission and support opportunities. Conducting informational sessions, developing materials, analyzing feedback from survivors, and integrating this data into policymaking processes.
- Ensuring expert support and providing proposals to the DPM and the DPMO. Preparing analytical materials, technical recommendations, and coordinating the development of proposals on regulatory and legal acts, operational procedures, and institutional mechanisms for supporting survivors of human rights violations.
- Coordination of the Office's work within the framework of the Inter-Agency Working Group on Combating Sexual Violence Related to the Armed Aggression of the Russian Federation against Ukraine and Providing Assistance to Survivors and other relevant governmental working groups. .
- Sourcing the necessary synergies and partnerships for the tasks assigned to the DPM and the DPMO.
- Coordination, support, and interaction with partners within the framework of information campaigns for survivors.
- Organization, coordination, and management of activities aimed at the full functioning of the Survivor Relief Platform.
- Coordination of events involving and initiated by DPM, as well as media appearances by DPM.
- Ensuring cooperation and coordination with the Office of the Government Commissioner for Gender Policy within the framework of Cooperation between the Government of Ukraine and the United Nations on the Prevention of and Response to Conflict-Related Sexual Violence for 2026-2027.
- Provision of analytical support for the DPM and the DPMO.
- Perform such other duties as may be assigned.
- Performance indicators for the evaluation of results
The result of the consultant’s services will be highlighted in monthly basis reports (by email 30th day of each month of contract duration) on the activities supported.
- Education, Experience and/or skills required
- Master's degree in Public Administration, Law, International Law, Communications or International Relations.
- At least 5 years of progressively responsible experience in coordination, policy development, or project implementation within government institutions, international organizations, or civil society.
- Proven experience working on issues related to transitional justice, reparations, human rights, or support to survivors of conflict-related human rights violations.
- Demonstrated experience in inter-agency coordination, stakeholder engagement, and facilitation of cooperation between government, civil society, and international partners.
- Experience in contributing to or managing advocacy, communication, or information campaigns, especially those targeting conflict-affected populations, is a strong advantage.
- Prior experience in drafting analytical materials, policy recommendations, or technical reports, is a strong advantage.
- Strong written and communication skills in both English and Ukrainian.
