Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH in Kyiv is seeking a qualified professional for the project “Support to vocational education and training in Ukraine / Skills4Recovery“ to fill the position:
Monitoring and Reporting Advisor (full-time, Kyiv)
(internal SAP code: Evaluation Advisor)
The project «Skills4Recovery» is implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The political partners are the Ministry of Education and Science of Ukraine and the Ministry of Economy of Ukraine.
The objective of the project «Skills4Recovery» is to increase the availability of a qualified workforce for the Ukrainian recovery process. The provision of qualified labor in sufficient numbers is based on creating adequate educational opportunities for all people of working age – this includes initial education for young people and further education for adults.
Responsibilities:
- Planning and monitoring of the implementation of the project activities in the areas of strengthening training providers; implementation of retraining courses; supporting the transition from education (initial training and/or further training) to the labor market and vice versa.
- Collecting monitoring data and preparing reports to the donors, political partners, and the cluster monitoring system.
- Preparing, coordinating, and documenting meetings and events.
- Supporting the management of stakeholders and acquisition of co-financing.
Tasks:
1. Monitoring and reporting
- Developing formats for planning and monitoring activities.
- Monitoring activities, following up on and updating the operational plan.
- Collecting monitoring data in cooperation with colleagues and implementing partners and maintaining a database.
- Preparing progress reports, and regular reports to the donors and political partners, entering data into the cluster monitoring system.
- Assisting national and international advisors in carrying out their work in collecting data, monitoring, and reporting.
2. Communication
- Developing the strategy for project communication in cooperation with the program management.
- Coordination of a communication agency and the implementation of communication activities.
- Supporting the preparation of events.
3. Stakeholder management
- Coordinates internal and external meeting formats, including the steering committee meeting.
- Organizes delegation visits to project locations.
4. Acquisition
- Support the project management in the acquisition of further funds.
- Development of required documents, such as change offers and others.
5. Other duties/additional tasks
- Performs other duties and tasks at the request of management.
Required qualifications, competencies, and experience:
Qualifications
- Master’s Degree in Economics, Social Sciences, or equivalent qualification preferably with a focus on the labor market and employment promotion.
Professional experience
- At least 2 years of professional experience in employment promotion and/or vocational training and/or international organizations.
Other knowledge, additional competences
- Readiness to frequent business trips (depends on security situation).
- Ability and experience to work in a political environment.
- English, Ukrainian are required; knowledge of German would be an advantage.
- Experienced in working in an international team.
- good self-organization skills.
- customer and service-oriented attitude.
- ability to work under pressure.
- good working knowledge of ICT technologies and computer applications (e.g., MS Office).
- willingness to upskill as required by the tasks to be performed.
