Annex 2 - TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: Data Analyst and Reporting Specialist (Consultant)
- Duty Station of the Consultancy: Kyiv, Ukraine
- Duration of Consultancy: 4 months, with possibility of extension subject to availability funds and satisfactory job performance.
- Nature of the consultancy: Category A Consultancy
Under the overall supervision the Chief of Mission and the Assessment and Data Coordination Manager, with the direct supervision of the Project Specialist (Evidence-based Governance) of IOM’s Data & Analytics Unit, the Consultant will support the Ministry of Social Policy on secondment from the IOM Ukraine Mission. The consultant will assist the Ministry in identifying key indicators to track major trends related to displacement and social vulnerability, as well as the impact of policies on addressing social issues. Additionally, the consultant will implement a regular report for key decision-makers within the Ministry to facilitate data-driven decision-making.
- Project Context and Scope:
Over ten years after the onset of the crisis in eastern Ukraine and following the Russian invasion in February 2022, the country has been embroiled in a full-scale war. The consequences of violence have spread across the entire territory of Ukraine, and over 5 million people are estimated to have been internally displaced. This situation is likely to become protracted as fighting continues and new waves of displacement are expected. In support of the ongoing and future humanitarian response, IOM is providing support to various government entities in Ukraine at the national, region and local level, including the Ministry of Social Policy.
- Organizational Department / Unit to which the Consultant is contributing:
Response, Resilience and Recovery, Data and Analytics Unit.
- Category A Consultants: Tasks to be performed under this contract:
- Provide bi-weekly briefing reports that provide updates on social vulnerability and displacement related issues, so as to support evidence-based decision making within the Ministry of Social Policy, the National Social Service, the Fund for Social Protection of Persons with Disabilities, the Pension Fund of Ukraine via analysis of information from the Unified Information System of the Social Sphere (hereafter “UISSS").
- Prepare monthly annotated updates (with links) that provide details about recently developed IOM products, particularly those of the Data and Analytics Unit, so as to support evidence-based decision making within the Ministry of Social Policy and other government entities.
- Provide visualization of collected information, using Power BI, Tableau or similar technology.
- Perform reengineering of operational and statistic data collection forms of the MSP.
- Document and communicate the approach adopted and lessons learned, so as to foster and support the maintenance of a standardized approach.
- During all consultancy period consultant won’t represent IOM in any manner.
- Perform such other duties as may be assigned.
- Performance indicators for the evaluation of results
Outcome: 40 hours of work per week, monthly reports to IOM fully correspond requested tasks. The Ministry is fully satisfied with the consultants' work and confirms that results correspond to the assigned tasks.
Among the output to be delivered, the Consultant will provide biweekly written reports to IOM, outlining their achievements and any challenges they faced during the reporting period.
The Consultant will meet with their supervisor from Data & Analytics team at least once per week to discuss progress and will generally keep supervisor informed about significant developments or if any assistance or interventions from IOM may be required.
- Education, Experience and/or skills required
Education:
- University Degree in Social Sciences, Law, Public Policy, or a related field from an accredited academic institution with four years of relevant professional experience.
Experience:
- Experience in writing analytical reports.
- Experience of interaction with government departments, international organizations and/or NGOs is desirable.
- A working understanding of descriptive and inferential statistics.
- Practical experience working in projects related to displaced people in Ukraine would be an advantage.
- Experience in project design and project management would be an advantage.
Technical skills:
- Excellent written and oral communication and interpersonal skills.
- Knowledge of IDP issues would be an advantage.
- Сonfident user of the Microsoft Office Suite.
Languages
- Fluency in Ukrainian is essential. Proficiency in English is highly desirable but not essential.
