Terre des hommes (Tdh) is the leading Swiss child relief and child rights organization, founded in 1960. The Headquarters (HQ) is in Lausanne, Switzerland. Through our Access to Justice (A2J), Health, Children and Youth on the Move Programme, our emergency relief programmes and our transversal Child Protection Activities, we provide assistance to over four million children and their families in over 40 countries each year (in Europe, Africa, Asia, the Middle East). Access to Justice Program
The A2J programme at Tdh currently operates at global, regional and national levels. Particularly in the Europe region, condenses a myriad of programmatic interventions in key areas such as procedural safeguards for children in contact with the law, impact of digitalization on children’s access to justice, deprivation of liberty, alternatives to detention, diversionary measures, legal pluraism (criminal, administrative and personal status jurisdictions, including customary justice), gender justice, prevention of violent extermism, reintegration of children (child victims as well as offending children) etc. In addition to the field activities, the programme includes strong components on advocay, regulation and policy making as well as capacity building.
Terre des hommes in Ukraine
Tdh has been condicuting activities in Ukraine since 2005 either through partners or direclty. Currently, the organization operates in the oblast of Ivano-Frankisvk and works in Eastern and Southern parts of the country, in Kyiv, Chernihiv, Sumy, Kharkiv, Dnipro, Za-porizhzhia, Mykolaiv and Odesa. Tdh Ukraine simultaneously works with partners in Poltava, Khmelnytskyi, Chernivtsi, Ternopil & Transcarpathia to cover the entire Ukrainian territory. With more than 60 staff members, Terre des hommes Ukraine currently provides diverse services to children, youth and families affected by the conflict through multiple initiatives: MHPSS mobile teams, setting-up of Child-Friendly Spaces, support to IDP collective centers, training of Ukrainian social workers on child protection, cash-based initiatives, etc. In order to do so, the organization works in close collaboration with local partners and national authorities through the support of donors such as the Ukraine Humanitarian Fund, GIZ, Centre de Crise et de Soutien (CdCS), Swiss Solidarity, Beisheim foundation and others.
General description of the post
The A2J Techincal Coordinator in Ukraine will be responsible for the A2J programme development in the country in line with Tdh’s A2J programming in close cooperation and coordination with the regional and global programme colleagues. S/he is also responsible for the local implementation of the PPRO Child project focusing on protecting the procedural rights of children in the digital age (funded by the European Commission). S/he will also lead A2J proposal development as well as coordinate with key actors in the country including CSOs, state entities as well as international organizations. Additionally, s/he will be in charge of producing tools, policy documents, research, need assessment and other key documents for the programme in country.
The A2J Techinal Coordinator participates in all planning and evaluation activities related A2J program and projects in Ukraine, including fundraising (proposal writing), strategic development and program evaluation. S/he will work in close collaboration with MEAL (Montoring, Evaluation, Accoutability and Learning), finance, logistics, admin and communication departments.
The A2J Techincal Coordinator may have line management responsibilities for one or more staff (not the case at the start of the employment).
Specific Responsibilities / Context (Tasks)
Project management/implementation
- Exercising financial oversight on the project budgets under his/her supervision;
- Liaising with partners and contractors;
- Ensuring quality and timely implementation of project activities from Tdh Ukraine’s side;
- Ensuring project’s quality and accountability;
- Oversight and reporting.
Program development
- Provide technical leadership and direction to the A2J Program in accordance with best practice and Tdh policy;
- Ensure the compliance of the activities with the internal and sector quality standards;
- Contribute to the development of the country strategy in A2J, including performing the required assessments, ensure solid partnerships in country;
- Work closely with the Senior Management Team to identify potential donors for A2J projects and technically lead the development of proposals and reports;
- Work closely with various partners to ensure better coordination and representation of Tdh.
Coordination
- Regularly liaise with relevant ministries and government level departments to secure possibilities for the implementation of the program;
- Coordinate with other INGOs, national partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the A2J program and projects;
- Attend relevant Working Groups and sub-cluster meetings and is proactive in taking the leadership when relevant.
Human Resource Support
- Support technically when required recruitment processes, in respect to the local regulations, in collaboration with the other staff involved;
- Provide the needed technical guidance to new colleagues as requested.
Child Safeguarding Policy
- Commit to respect the Child Safeguarding Policy and signs the Code of Conduct;
- Raising awareness within the Foundation on violence against children;
- Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse;
- Reducing the risk of child abuse by selectively recruiting employees and others;
- Reducing the risk of child abuse by developing a culture of open and informed; leadership within the organization and in our work with children.
Requirements for the position
Education / Qualifications
University degree in law, human rights or other related degrees from an accredited educational institution
Experience
- 5+ years of the experience on the field of access to justice and child protection
- Proven experience in successfully managing social development projects with a level of complexity
- experience within I/NGOs, agencies, international organizations as program/project manager, technical advisor, coordinator
- proven technical knowledge and skills on the field of Access to Justice, Legal Assistance, Human Rights, Policy making etc.
- Knowledge of and experience in the justice sector (including criminal justice), child rights, child protection, justice sector reform and/or development/rule of law aid would be a strong asset.
- Proven capacity in proposal writing and grant management
- Strong written and oral communication skills, effective in representation and liaison with external parties
- Experience or sound understanding of child participation processes
- Previous experience in Ukraine is an asset.
Languages
Excellent communication skills; high proficiency in spoken and written English and Ukrainian. Good understanding of Russian is an asset.
IT Knowledge
Confident use of MS Windows and MS Office tools is required.
Knowledge of other types of relevant software is an asset.
