CDE background

La Chaine de l’Espoir (CDE) 

La Chaine de l’Espoir is an international Non-Governmental Organization (NGO) founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development. 

We work in 28 countries with a comprehensive approach, focusing on children, mothers and disadvantaged communities:

Since March 2022, La Chaine de l’Espoir has been implementing projects to support the Ukrainian health system to improve medical and surgical care for victims of the war and patients in general, in collaboration with the ministry of Health (MoH), the Health Cluster co-led by the World Health Organization (WHO), and the health authorities at oblast levels. The initiative is a response to assessments conducted by La Chaine de l’Espoir's medical and biomedical team in coordination with relevant stakeholders.

La Chaine de l’Espoir mainly focused its activities in areas close to the frontline and newly accessible areas (Mykolaivska, Kharkivska, Dnipropetrovsk, Zaporizka) on the delivery of medical supplies including emergency traumatology kits, medicines and consumables, biomedical equipment (for endoscopy, intensive care, orthopaedics surgeries, radiology, operating theatre...), and war medicine training (more than 1000 health medical and paramedical staff trained).


ROLE PURPOSE 

The Logistics & Security Manager (LSM) is responsible for ensuring optimal functioning of the logistics support of the CDE mission. 

S/he focusses on the operational mechanisms of global safety and security policies and ensure processes are up to date, communicated and effectively socialized within the organization.


  1. Manage all logistics and supply chain functions for the mission:
  • Oversee the planning, implementation and monitoring of logistics activities in accordance 
  • Ensuring effective procurement management, including supplier selection, contract negotiation and delivery monitoring. 
  • Coordinating the storage, management of warehouses and distribution of goods
  • Participating in the preparation and monitoring of logistics budgets for projects.
  • Ensuring efficient use of allocated financial resources
  • Cooperates with Programme and Finance/Admin team in optimising logistics support.
  • Support in the development of operating procedures and ensure adequate documentation for each process/procedure.
  • Ensure stock management procedures are implemented and stock evidence is done in real time
  • Responsible for monthly logistics reporting.
  • Participates in inter-NGO/cluster logistics coordination meetings.  


2. Support HoM in security management and lead on operational security at local level:

  • Support the senior management team, in implementing and managing safety & security, policy and procedures
  • Ensure capacity building of all CDE staff and develop a culture of security risk awareness across CDE team., including external trainings. 
  • Implement the mission's security strategy, under the responsibility of the HOM.
  • Monitor evolutions in CDE?s working environment and ensure provision/availability of regular context updates.
  • External coordination with partners including INSO, UN and others to ensure we are aligned to advised security policy.

Tasks and responsibilities are subject to modifications according to the needs.


JOB REQUIREMENTS

Training/ Experiences: 

  • University degree ideally in a Logistics field (supply, IT…)
  • Understanding of humanitarian principles and their application within humanitarian security risk management.
  • Two to three years’ experience (previous experience with an NGO is mandatory).
  • Experience in volatile/conflict context area is a plus.

Conditions: 

  • National position, 9 months

Salary: 100,000 UAH (gross salary)
