Assignment
The Senior Logistics Officer at ACTED is a pivotal role responsible for overseeing and managing various aspects of logistics operations within the mission. The individual in this position will be primarily responsible for the management of premises within Kyiv, including rental agreements and inventories for guest houses, warehouses and office space for the capital team. In addition to this, they will play a crucial role in the management of movement of staff to/from Kyiv, including management of Transport officers.
Main Duties and Responsibilities:
Procurement
- Procurement for necessary provisions for premises in Kyiv.
Stock Management
- Maintain inventories for the offices and guest houses within Kyiv
Delivery Management
- Manage reception of goods to offices and guest houses.
Assets and Property Management (including premises)
- Managing Tenancy agreements including all communication with landlords
- Follow up all bills and payable expenses
- Safeguard and optimize the use of all ACTED assets and property within the mission.
- Supervise maintenance and repairs of these facilities.
- Ensure overall compliance with assets, property, and premises management procedures.
Transport Management
- Supervise a transport assistant responsible for train bookings in Ukraine, as well as hotel booking in Kyiv
- Supervise a Fleet assistant responsible for car booking and fleet management.
Reporting
- Responsible for meeting all reporting requirements within respective sub-departments, country management team, HQ, and donor requirements within the FLATS process.
Experience and skills
Educational Qualifications:
- Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or a related field. A Master’s degree or professional certifications in logistics/supply chain management is a plus.
Experience:
- Minimum of 3 years of progressive experience in logistics, procurement, and supply chain management, preferably in the humanitarian or development sector.
- Experience in a senior logistics role is highly desirable.
- Proven track record of effective premises management and coordination with suppliers/landlords.
- Experience in managing logistics operations, including procurement, stock management, asset control, fleet management, and IT/telecommunications.
Technical Skills:
- Strong knowledge of logistics and supply chain management principles, including premises management / support.
- Proficiency in using relevant software and systems for logistics management.
- Familiarity with relevant logistics and procurement databases and tools.
- Understanding of compliance and adherence to donor procurement and logistics guidelines.
- Knowledge of Ukrainian Labor Law and other relevant regulations.
Soft Skills:
- Exceptional organizational and time-management skills.
- Strong analytical and problem-solving abilities.
- Excellent interpersonal skills, including the ability to work collaboratively in a multicultural environment.
- Ability to lead and manage a diverse team effectively.
- High level of integrity, confidentiality, and attention to detail.
- Excellent written and verbal communication skills in English; knowledge of other languages is an advantage.
