Position Title: Information Management Specialist

Duty Station: Kyiv, Ukraine

Classification: General Service Staff, Grade G6

Type of Appointment: Special Short-Term, six months with the possibility of extension

Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Chief of Mission and the Assessment and Data Coordination Manager, the direct supervision of the Database and Web Development Officer, the successful candidate will be responsible for supporting the Data and analytics Information Management (IM) sub-unit with data cleaning processes, quality control, and database development.

Core Functions / Responsibilities:

  1. Support the maintenance of a flexible, secure database structure for all data collected by the programme, in accordance with DTM global database standards and data dictionary.
  2. Conduct data cleaning and normalization processes to facilitate accuracy and reliability of data.
  3. Develop, test and upload Kobo forms in line with Data and Analytics Unit guidelines.
  4. Perform SQL queries for data extraction, and reporting.
  5. Provide specialized assistance in the development of scripts (using SQL, R and Python) to produce end-to-end analysis, visualisation and reporting solutions.
  6. Utilize knowledge of databases and dashboards, such as PowerBI, to create visual representations of data and facilitate understanding.
  7. Support with cross-checking datasets, translation automation and report reviews.
  8. Develop and maintain comprehensive documentation on data and files classifications, as well as data quality control mechanisms, in line with DTM global standards.
  9. Perform such other duties as may be assigned. 

Required Qualifications and Experience

Education

  • High School diploma/certificate with six years of relevant experience;
  • or
  • Bachelor’s degree or equivalent in Information Management, Computer science, Geographic information and Remote Sensing Systems or any related fields from an accredited academic institution with four years of relevant professional experience. 

Experience

  • Experience managing and utilizing automated data pipelines for quality control, data cleaning, and data analysis is a distinct advantage;
  • Experience working in humanitarian or development organizations is an advantage;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage;
  • Experience in delivering end-user training, undertaking information systems support, and coordination with team members with different levels of technical knowledge and abilities is an advantage;
  • Experience of utilising R & Python as a data analysis scripting language.
  • Experience in the development and implementation of Open Data Kit (ODK) or any other mobile data collection tools. 
  • orking experience with the following tools: MS Access, ASP.NET, HTML, CSS, javacript, MS SQL or Oracle is an advantage). 
  • Experience in using enterprise or open-source geographic information system is required.

Skills

  • Reliable ability to use of at minimum one statistical software (Python, R) is required;
  • Proven ability to use online data collection platforms is required;
  • Data visualization skills using Adobe Suite is desirable.

Languages

Fluency in English and Ukrainian (oral and written) is required.
