Polish Humanitarian Action (PAH) is currently looking for a PSS Officer to oversee implementation of PSS activities on the PAH Mission to Ukraine.

Location: Kharkiv (Kharkiv obl.), with frequent field visits to different locations

Job terms: Full-time

Duration: 1 year (with a 3-month probation period)

About PAH:

Polish Humanitarian Action (PAH)  is a non-profit organization implementing humanitarian and social projects in Ukraine in accordance with national legislation and international standards.

Polish Humanitarian Action (PAH) since 1992 has been providing humanitarian and development help worldwide. So far, the interventions have been carried out in 46 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly and single mothers, working in the sectors of food security protection and livelihoods. PAH Ukraine is currently expanding programming from humanitarian to both early recovery and development-oriented interventions that provide sustainable livelihoods opportunities to the affected population.

PAH applies a strict zero-tolerance policy towards sexual exploitation and abuse (SEA), sexual harassment (SH), and any inaction in response to such misconduct by its personnel, partners, or stakeholders. The organization is committed to preventing harm, ensuring a safe and respectful environment, and taking timely and appropriate action when harm occurs.

Key Duties and Responsibilities:

• Oversee and monitor the quality and quantity of psychosocial activities under supervision of Protection Coordinator;

• Support PSS staff in provision of integrated case management and psychosocial support to the conflict-affected population;

• Develop together with Protection Coordinator and conduct trainings on PSS for service providers

• Ensure service delivery and quality standards in line with the IASC MHPSS guidelines and other best practices;

• Ensure regular disaggregated and cumulative tracking of beneficiaries, and documentation of all activities and outcomes;

• Follow up on development of referral pathways;

• Conduct regular supervision sessions for PSS staff;

• Contribute to development of harmonized guidelines and procedures for PSS activities;

• Prepare reports on the protection activities as requested by Protection Coordinator;

• Assess the evolving needs for PSS support and advise Protection Coordinator on development of the plan of action, including relevant program materials and tools;

• Support PSS staff with team-building and professional development;

• Engage community leaders, community-based organizations, and other service providers in supporting beneficiaries to access PSS services;

• Ensure participation of PSS staff in program development, implementation, evaluation and feedback mechanisms;

• Represent PAH in relevant coordination meetings (Protection Cluster, MHPSS WG, etc.);

• Maintain program files and documentation as per program management minimum standards, including maintaining the confidentiality and security of client data.

• Perform any other work related duties and responsibilities that may be assigned by Protection Coordinator.

The successful PSS Officer will be selected based on the qualification requirements described below:

· Diploma in social work, public health, human rights, psychology or other relevant fields;

· At least 2 years of proven experience in implementation of protection programming in emergency and stabilization contexts;

· Thorough understanding of best practices and strategies in Protection (case management, psychosocial support, etc.);

· Experience in organizing and conducting supervision sessions for protection staff;

· Experience in capacity building of protection staff;

· Good verbal and written communication skills in Russian/Ukrainian;

· Good interpersonal skills;

· Good computer skills (including very good working knowledge of Microsoft Office and Google Apps);

· Good organizational skills and discretion with confidential information;

· Proven ability to handle challenging workload;

· Ability to work independently and proactively.
