Job Title: Project Manager
Duty Station: Kharkiv or Sumy city, with regular visits to the areas of interventions of the organization. (Full-time position for Nationals only)
Expected starting date: May 2026 to be additionally confirmed
Expected end date: April 2027 (12 months)
Reporting Line: Head of Mission/Senior Programme Manager
Scope of the Position:
The Project Manager is responsible for initiating, planning, executing, controlling and closing a project. To do this, the project manager must coordinate the staff that is involved or work in the project.
Key Responsibilities and Duties:
- Project Management: Ensure timely and effective implementation of project activities in line with the approved documentation; monitor progress and adjust activities as needed in coordination with the Senior Programme Manager.
- Coordination and Partnerships: Coordinate with project partners, and other relevant stakeholders; draft MoUs, implement coordination and quality control tools and ensure alignment with legal and operational frameworks; foster synergies with other CESVI projects in the area.
- Financial and Administrative Oversight: Supervise project financial management, procurement, and cost allocation, in collaboration with the country administrator in Kyiv and HQ accountants; ensure proper documentation and compliance with organization and donor procedures.
- Donor Relations and Reporting: Contribute to donor relations in coordination with the Senior Programme Manager; ensure timely drafting and submission of narrative and financial reports through HQ to donor and relevant humanitarian coordination stakeholders.
- Human Resources Management: Coordinate CESVI staff of the project; oversee recruitment, training, task assignment, and performance in compliance with HR Policy and Code of Conduct.
- Safeguarding Compliance: Ensure the implementation of CESVI safeguarding policies (Child Protection, PSEA, Adults at Risk); carry out risk assessments; establish complaint and feedback mechanisms; promote staff and community awareness on safeguarding.
- Security Management: Ensure compliance with CESVI’s Security Plan and engage in local security coordination; guarantee the protection and preparedness of project documentation and operations in case of emergency with the support of Security Officer and Local Area Coordinator.
- Strategic Support and Representation: Support field strategy development and needs assessments; support preparation of new project proposals, participate in sectoral coordination mechanisms; contribute to donor engagement and promote CESVI’s visibility in coordination with Local Area Coordinator, Senior Programme Manager and HQ.
Qualifications:
- University or post-graduate degree in Social Work, Humanitarian Affairs, International Development, or a related field.
Professional experience:
- Minimum 3 years of experience in the humanitarian sector, including project management and coordination in air-strike response, MHPSS and/or Protection programs.
- Familiarity with donor requirements, particularly UHF, and ability to draft project proposals and narrative reports.
- Demonstrated experience in designing and implementing MHPSS interventions, including capacity building, community-based approaches, and integration of MHPSS within multi-sectoral responses.
- Proven ability to manage partnerships with local organizations and coordinate with protection clusters or inter-agency mechanisms.
- Experience in conducting needs assessments, developing complaints/feedback mechanisms, and ensuring safeguarding compliance.
- Desired experience in management of emergency response after air strikes
Skills and Competences:
- Proven ability to manage partnerships with local organizations and coordinate with protection clusters or inter-agency mechanisms.

- Fluency in English and Ukrainian (written and spoken). Strong writing, reading, and speaking skills in English required.
- Strong understanding of Protection principles, GBV, Child Protection, PSEA, and rights-based approaches in humanitarian contexts.
- Able to work under pressure in a potentially dangerous environment.
- Readiness for regular business trips in the Kharkiv, Sumy or other regions based on the accessibility and safety conditions in the area.
- Excellent communication and interpersonal skills.
- Excellent Microsoft Office skills.
- Ability to manage and prioritize a varied workload and work to deadlines.
- Ability to work in a team.
- Flexible and with positive attitude.
