Consultant to assist M&E team in conducting routine data verification and cleaning (Junior Analyst)

Period of Performance: January 2025 – September 2025

(10 working days per month)

Project Overview 

The international non-profit organization Pact Inc. operates in 40 countries, implementing international technical assistance programs. In its work, Pact uses an integrated adaptive approach to create a better future for communities facing the challenges of poverty and marginalization. Pact builds systemic solutions in partnership with local organizations, businesses and governments.

Pact Inc. is implementing a USAID-funded project Community Action for HIV Control. The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing and linkage to care among key and priority populations.

Deliverables

The Community Action for HIV Control (CAHC) project is seeking a consultant assist M&E team in conducting routine data verification and cleaning (Junior Analyst).

The request involves conducting regular data checks in the database and support to responsible specialists to prepare the database for reporting.
 
Scope of work includes: 

• On an ongoing basis: conducting regular data checks in the database of services provided by NGOs, using the provided instructions and methodology. 
   Errors in entering services into the electronic database have been identified. A list of necessary corrections has been generated and submitted to the monitoring and evaluation specialist for preliminary review before sending to the subgrantee's M&E department.
• On quarterly basis during the reporting period: providing support to M&E officers responsible for preparing the database for reporting. Provide input into the finalization of the database for reporting. 
• On an ongoing basis: Verification of NGOs' compliance with data cleaning instructions. Secondary verification of data after changes in the database to ensure that all comments by subgrantees are taken into account.
• Upon request: Conducting data quality assurance (DQA) for data reported by NGOs. Verification of data submitted by NGOs by cross-checking against multiple data sources.

Consultant Qualification Requirements:

Technical Skills:

• Experience with Looker Studio, Excel: Ability to import and manage datasets from multiple sources, create and customize pivot tables, use filters to clarify data based on specific criteria.
• Using Data Blending: Combining data from different sources to create comprehensive reports.

Analytical Skills:

• Attention to Detail: Ability to identify and correct even minor errors in data.
• Analytical Thinking: Capability to analyze, classify errors in data.

Communication Skills:

• Documentation: Ability to create clear reports on identified errors and recommendations for correcting inaccuracies.
• Team Collaboration: Ability to effectively communicate with Project M&E officers, sub-grantees representatives responsible for entering and verifying data.

Education and Certification:

• Education: A bachelor degree in Data analysis in public health, Epidemiology, Sociology or related fields is preferred.
• Certification: Holding certifications in Looker Studio is a plus.

Language skills: English at least level B1 required.
