ORGANIZATIONAL AND PROJECT OVERVIEW

FHI 360 is a US-based NGO dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions.  FHI 360’s Crisis Response team is responding to the humanitarian emergency with the Ukraine Humanitarian Assistance Response Program (UHARP II), providing integrated health, nutrition, mental health, and protection programming to address critical needs of the population. FHI 360 is seeking a Community Nutrition Officer for an anticipated new nutrition project focused on improving infant and young child feeding (IYCF) practices among pregnant and lactating women in communities and health facilities. The position is contingent upon confirmation of donor funding.


POSITION OVERVIEW

Under supervision of the Nutrition Program Manager, the Community Nutrition Officer is responsible for supporting the implementation of FHI 360’s IYCF community education, screening, referral and follow-up activities in 6 regions of eastern and southern Ukraine. The Community Nutrition Officer will recruit and manage incentivized community nutrition volunteers in urban areas (Dnipro, Kharkiv, Odesa, Mykolaiv, Zaporizhzhia, Kryvyi Rih), support the development and utilization of informational materials IYCF, and set up systems for referral of women from the community to health facilities, as well as systems for community follow up of mothers after delivery.  The Community Nutrition Officer will work closely with FHI 360’s Health Promotion Officers.

KEY RESPONSIBILITIES AND DELIVERABLES

  • Coordinate the implementation of all community-level IYCF activities in rural and urban areas, ensuring strong linkages between communities and health facilities.
  • Lead the recruitment of incentivized community nutrition volunteers in 6 cities. Provide day-to-day management of the community volunteers, with support from the Nutrition Assistant.
  • Identify strategic points in the cities where community nutrition volunteers can reach women of childbearing age, including by liaising with local government and non-government stakeholders.
  • Support the implementation of IYCF promotion, screening and referral by the health promotion volunteers that support FHI 360 mobile medical teams in rural villages, working with FHI 360’s Health Promotion Officers.
  • Coordinate the training and ongoing technical supervision of urban community volunteers and rural health promotion volunteers on IYCF.
  • Support mapping of the current referral pathways for reproductive health services from the different rural Hromadas where FHI 360’s mobile teams work in the target oblasts (i.e. mapping where the women in each rural village go to receive prenatal care, delivery, and postnatal care/immunization).
  • Set up systems for community volunteers to assess whether women need in-depth skilled counseling using a standard ‘simple rapid assessment’ tool, and link them to a lactation counselor for in-person or virtual counseling.
  • Set up systems for community nutrition volunteers and health promoters to support health facility lactation counselors by following up with women in the community after they deliver (prioritizing women with complaints or concerns).
  • Determine logistics needs for community nutrition activities, create purchase requests, and closely coordinate with the logistics department to ensure smooth implementation of activities.
  • Coordinate the design, printing, and dissemination of IYCF Information Education and Communication (IEC) materials for pregnant/lactating women and health workers, in collaboration with Nutrition Officers.
  • Coordinate the development, production, and utilization of IYCF educational videos by experts in the nutrition field, working closely with the Health Program Manager.
  • Support the dissemination of information about FHI 360’s interactive Chatbot to women of child-bearing age in communities.
  • Ensure that IYCF promotion, screening and referral data is being reported by community nutrition volunteers and health promoters on time and accurately into the project’s data collection systems. Review the data on a regular basis to identify ways to strengthen the programming.
  • At the end of every month, compile and submit a report with all data required for reporting to the project donors and the health cluster.
  • Contribute to the FHI 360 strategy for community health and nutrition promotion, in collaboration with Health Promotion Officers. 
  • Any other tasks assigned by the supervisor.

DESIRED QUALIFICATIONS

  • Bachelor’s Degree or its international equivalent in medicine, nursing, or relevant discipline. 
  • At least 2 years of relevant professional experience, including previous work in one or more of the following areas: Family Medicine, Community Health, Nutrition, Immunization, Maternal & Child Health, Health Promotion, and Non-Communicable Disease Management
  • Experience implementing community-based health or nutrition programming is an advantage.
  • Experience working on health promotion with NGOs or humanitarian actors is an advantage.
  • Enthusiasm for working on infant and young child feeding programming.
  • Fluent in Ukrainian. Proficiency in English is highly preferred.
  • Strong written and oral communication skills. 
  • Strong organizational skills, especially in time management and prioritization, ability to multi-task, and attention to detail. 
  • Proficient in using Microsoft Word, Excel, Powerpoint, Outlook, and Teams.
