Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the cluster “Resilient Society” to fill the position of the:
Monitoring, Evaluation and Data Management Specialist (full-time, Kyiv)
(internal SAP code: Monitoring and Evaluation Specialist)
The Resilient Society cluster in GIZ Ukraine includes six projects. Their measures aim to meet the immediate needs of the population during wartime, rebuild basic infrastructure and municipal services, and promote cohesion in Ukrainian society. Particularly vulnerable groups are supported, including internally displaced persons, children, women, the elderly, and veterans. Intensive cooperation is conducted with municipalities, municipal enterprises, regional authorities, civil society organizations, SESU. The support for the population is diverse: through capacity building in the health and disaster prevention and protection sector, the procurement of heating and energy supply, psychosocial support, the reconstruction of social and critical infrastructure, the rehabilitation of health services and the provision of prostheses and orthoses for people with disabilities. You will be responsible for the data management and M&E on the cluster level and will technically guide eight national staff in M&E, data analyses, and the visualisation of data.
Key responsibilities:
- Elaborating, in cooperation with the Head of Planning, Monitoring and Communications Unit, the matrix structure of the M&E unit and providing technical guidance to the cluster M&E staff (8 M&E colleagues) in line with GIZ leadership principles, while fostering a culture of appreciative teamwork.
- Further developing the impact-oriented monitoring system of the Resilient Society Cluster in collaboration with M&E officers, project managers, and the M&E team of the GIZ Ukraine country office.
- Ensuring the regular and timely preparation of cluster monitoring data required for communication, external representation, responses to external requests from national and German ministries, and reporting to the GIZ country office.
- Managing and further developing tools for impact representation of the cluster, including the web-based cluster database, Excel databases, Power BI, statistical and visual analysis tools, and geographic information systems (GIS).
- Accompanying, promoting, and conducting needs-oriented capacity development measures for M&E colleagues in quantitative and qualitative statistical methods, survey methodologies and tools, advanced Excel and SQL database applications, Power BI, and supporting the development of the cluster M&E system as a knowledge platform.
- Taking responsibility for cluster procurement monitoring, organizing it in collaboration with the GIZ Ukraine country office, and overseeing the evaluation of procurement monitoring within the cluster.
- Promoting internal coordination processes within the M&E team and across teams, and supporting the presentation of cluster achievements through digital formats, big data applications, and IDA/GIZ platforms in collaboration with the cluster communication team.
- Ensuring compliance with company-wide procedures, data protection and security standards, country-specific guidelines, and other relevant legal requirements.
Required qualifications, professional experience and personal competences:
- University degree in social sciences, statistics, information and communication technologies (ICT), economics, or comparable qualification.
- At least 6 years of relevant professional experience in M&E, social science methodologies, data management, and digitalization.
- Excellent knowledge in data analyses, visualization tools and dashboards in using geographic information systems (e.g., QGIS, ArcGIS), Microsoft Power BI, SQL databases, or other analysis tools, as well as professional handling of EXCEL.
- Very good knowledge in the use of statistical survey methods and analysis and evaluation procedures, including KOBO, STATA, Survey Solutions, MS Lists, Tableau, etc.
- Experience in the development and implementation of systems for impact-oriented monitoring and evaluation in project networks or clusters.
- Knowledge in the further development of digitally supported M&E systems with a high affinity for further technology-related developments, including AI.
- Commitment, team spirit, reliability, leadership qualities, and diplomatic skills, gender competence, and intercultural understanding.
- Fluent Ukrainian and English skills; German is advantageous.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. The assignment starts as of 01.02.2026. The contract duration will be 12 months with the possibility of prolongation.
