ASSIGNMENT

Present in Ukraine since 2014, IMPACT is working across the country to provide humanitarian actors with rigorous data and in-depth analysis to ensure aid interventions are timely, appropriate, and relevant. The Humanitarian Needs and Monitoring Unit (HMNU) gathers information on the severity and type of humanitarian needs across Ukraine to support ongoing humanitarian planning, and to enable effective prioritization of aid efforts. The Unit includes the Multi-Sectoral Needs Assessment (MSNA), Humanitarian Situation Monitoring (HSM) and Joint Market Monitoring Initiative (JMMI), as well as other ad-hoc research cycles. The Unit is currently comprised of staff with expertise in Assessments, Data and GIS, and works closely with other teams to collect and analyse country-wide data.

The Humanitarian Situation Monitoring (HSM) team conducts regular data collection cycles to monitor the humanitarian needs of populations across Ukraine, to support ongoing humanitarian planning, and to enable effective prioritization of aid efforts. The Assessment Officer (AO) is responsible for leading the planning and implementation of assessment activities in coordination with the Senior Assessment Officer (SAO) for the assessment component focusing on the those areas of Ukraine temporarily occupied by the Russian Federation. Under the direction of the SAO and the Research Manager (RM), the AO will lead the preparation and coordination of data collection activities, conduct data analysis and lead on the drafting of outputs. The AO will work alongside the SAO to guide the overall strategy of the HSM under the guidance of the HNMU Research Manager (RM).

The position is based in Kyiv. In addition, the position may require travel across Ukraine, conducted in close coordination with the ACTED Country Security Manager and Ukraine Country Security Team.

FUNCTIONS

The Assessment Officer (AO) will be responsible for the following tasks with the HSM team of IMPACT Ukraine:

ASSESSMENT MANAGEMENT AND COORDINATION

The AO is responsible for designing implementing the assessment in its entirety under the guidance and overall management of the SAO, and doing so in accordance with IMPACT requirements and principles. They lead and manage the research design, data collection, data analysis, and output and dissemination phases of the research cycle, and all other activities conducted under the work stream of their responsibility.

The AO shall support the SAO in managing the logistics, financial, administration and HR processes directly related to the assessment under their responsibility. Throughout these processes, the AO will liaise accordingly with the SAO when relevant, and other internal stakeholders.

The AO is responsible for guiding the assessment in its entirety, including the data and GIS tools and tasks associated with the project. This will include managing and liaising with the project-specific data and GIS staff on the research design, data collection, data analysis, and output and dissemination phases of the project under the guidance of the SAO. This may include developing, implementing and improving systems of coordination and management within the assessment project.

The AO is responsible for coordinating the assessment internally within the unit and aligning the assessment with the overall strategy of the unit and IMPACT in Ukraine as a whole, with particular attention paid to coordination with the Government-Controlled Areas aspect of the HSM. This requires working closely with the SAO, as well as the Unit as a whole through various activities, such as unit meetings, strategy meetings, and other similar activities.

The AO will provide the relevant information for the SAO to facilitate timely and accurate support on the financial aspects of the project. Further, the AO is responsible for leading the project’s updates to the Project Development (PD) Unit at IMPACT, coordinating this with the SAO, as well as contributing, under the guidance of the RM, to the overall strategy of the unit and inputting on new donor opportunities shall the arise.

REPORTING

The REACH AO is responsible for consolidating analysis and conclusions from each assessment into IMPACT products such as factsheets, reports and briefs using standard formats. They liaise with IMPACT HQ and with relevant staff in Ukraine in order to represent the data in its most relevant and compelling form. The AO is responsible for following the designated timeline set with partners, donors and internally. This requires ensuring that all outputs are done in a timely manner. Reporting may include engaging with external actors through consultations, presentations, and strategy meetings. This is to be done with the SAO, as well as under the guidance of the RM.

 The AO ensures that assessment reports contribute to aid coordination and planning and add to the general base of field knowledge in Ukraine for all organisations working in the region.

STAFF MANAGEMENT

The AO is responsible for day-to-day management of project and staff involved in the project both directly and indirectly. The AO ensures that all staff are aware of the workplan for the assessment, as well as the required tasks for each staff involved on the project.

EXTERNAL ENGAGEMENT

The AO is responsible for the representation of IMPACT in stakeholder meetings and is expected to follow up on compelling data gaps, challenges or themes identified in such meetings to ensure that the data is being used effectively and correctly by stakeholders, as well as meeting their informational needs. This specifically will include liaising with external partners to identify potential for data to be integrated into existing data sharing platforms and inform strategic and operational aspects of programming. However, tis is to occur under the guidance of the SAO. More generally, the AO is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of IMPACT’s mandate, ethics, and values in their work.


QUALIFICATIONS

 EDUCATION

  • Excellent academic qualifications, including a bachelor’s degree completed in a sphere of social science (e.g. International Relations, Political Sciences, Social Research, Economics, Development Studies, or similar) required;
  • Master’s degree completed or in process in similar fields of studies strongly desired but not required.

TECHNICAL REQUIREMENTS

  • Previous experience of team management, ideally in an INGO at field level;
  • Familiarity with the aid system, and the research community;
  • Excellent communication and drafting skills for effective reporting, including proven experience in contributing to high level presentations/briefings;
  • At least three years of relevant working experience;
  • Experience in assessments, M&E, field research, or evaluations;
  • Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint - familiarity with R, SPSS and/or STATA or other statistical analysis software an asset;
  • Ability to multitask with tight deadlines, on numerous research cycles in complex environment;
  • A self-starter with a proven ability to work independently;
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Fluency in Ukrainian and English required;
  • Ability to operate in a complex and challenging security environment.
