Project Description
The purpose of the USAID Furthering Health Reform and Recovery Activity project (FHR) is to Improve the Health System’s Accountability, Efficiency and Transparency in Ukraine to Optimize the Use of Scarce Resources, Provide Equitable Access to Quality Services and Expand Universal Health Coverage to Meet the New and Emerging Health Needs for Ukrainians During and Following the War – and is encompassed in five objectives:
- Objective 1: Strengthen sustainable financing and governance of healthcare to support health reform and recovery.
- Objective 2: Improve health workforce capacity for accountable provision of quality healthcare.
- Objective 3: Expand reach and capacities of digital health platforms and tools driving transparency and accountability.
- Objective 4: Strengthen public support for health reforms aimed at transparency, efficiency, and accountability.
- Objective 5: Restore health services and reconnect people to care.
Reduction of corruption is the overarching objective cutting across all the five Objectives. FHR will advance the USAID/Ukraine Mission strategic objective of Reducing Corruption in Targeted Sectors by supporting the refinement and implementation of national healthcare reforms, and helping to institutionalize improved accountability and efficiency mechanisms in the health system.
FHR is a five-year project running from October 2024 to October 2029.
Position Summary
The Senior Grants Manager provide management support to the pre- and post-award compliance for a Grants under Contract (GUC) portfolio worth at least $10 million. This individual will engage with senior project management to advise on grants strategy and standardization efforts to improve grant processes in accordance with the Grants Manual, USAID regulations and Deloitte policy. This individual will work in tandem with a Home Office Grants Advisor to ensure compliance with all applicable USAID regulations and Deloitte policies. The ideal candidate has a strong reputation for collaboration with technical experts and grantees to design and implement highly impactful grants.
This position is based in Kyiv.
Tasks and Responsibilities
Duties and responsibilities will include, but will not be limited to:
Project Management and Leadership
- Provide guidance, oversight and quality assurance for all GUC activities, outputs, and deliverables related to FHR.
- Support technical components in effective implementation of GUC activities to ensure delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant;
- Support project planning, contribute GUC expertise as necessary to ensure project implementation, with a focus on results, financial accountability and compliant processes;
- Maintain compliant internal systems for managing GUC pipeline and implementation that allows for adequate tracking and forecasting;
- Foster effective communication with different operating units, including M&E, Communications, Finance/Administration, and Home Office PMO to ensure GUC activities are well-supported across the FHR team;
- Identify staffing needs on the GUC team to implement FHR and develop scopes of work for essential staff and consultants based in Ukraine;
- Maintain a strong working relationship with the project’s senior leadership team and Home Office Grants Advisor;
- Develop strong working relationships and a regular dialogue on activity progress and challenges with Project staff in Kyiv and remotely located staff providing short-term technical assistance;
- Develop strong working relationships with potential grantees, relevant stakeholders and institutions to build a more diverse applicant pool and partnerships; and
- Complete other ad hoc tasks as assigned.
Technical Leadership
- Serve as a technical leader on GUC management including providing leadership on compliant pre- and post-award management issues;
- Facilitate discussions among the project team to develop and implement the grant program’s strategy to accomplish workplan goals;
- Write and review components of the project strategy, workplan, and implementation reports, specifically those related to GUC outcomes;
- Responsible for meeting contractual obligations, producing deliverables and meeting targets, and achieving project results as specified by the project;
- Plan and conduct assessments and analyses as needed to inform development of the project strategy and workplan;
- Conduct training and other capacity development efforts within project team and with grantees;
- Prepare briefs, reports, and analyses based upon project, client, and counterpart need; and
- Ensure the project provides and demonstrates good Value for Money.
Staff Management and Supervision
- Supervise and mentor the in-house technical team, ensuring their continued professional and effective performance;
- Ensure strong staff management practices including staff planning, recruitment, on-boarding, performance appraisal and development;
- Perform regular check-ins with direct reports to promote quality performance and provide constructive feedback and mentorship in technical and management skills; and
- Contribute to capacity assessment of the team, developing and implementing performance improvement plans and on-the-job-training where appropriate.
Requirements/Qualifications
- A Bachelor’s Degree in Public Administration, Business, Finance/Accounting, Public Health, Social Science or related field is required;
- Demonstrated competence in and at least five (5) years of managing USAID grant-making processes, ideally GUCs. At least 10 years of overall professional experience expected;
- Knowledge of applicable U.S. federal regulations required;
- Highly collaborative, with a focus on customer experience;
- Track-record of leading teams and advising senior management, particularly in an intercultural setting;
- Flexible, adaptable, and comfortable with rapidly changing environments;
- Excellent interpersonal skills to effectively interact with all levels of staff, international personnel, health sector partners, and the NGO community;
- Ability to work in an organized manner, meet deadlines and work both individually and in a team;
- Demonstrated capacity to implement new systems and processes that improve business functions and increase compliance with applicable policies;
- Strong interpersonal, writing and oral presentation skills in English are required, and must have fluency/proficiency in Ukrainian;
- Good sense of humor; and
- Ability to manage and prioritize multiple competing demands.
The Senior Grants Manager will work in partnership with the Home Office Grants Advisor and ultimately report to the Deputy Chief of Party/Operations.
