Position Summary
Momentum Wheels for Humanity (MWH) seeks a Rehab4U Grants Manager to oversee the five-year USAID Rehabilitation for Ukraine (Rehab4U) Activity. The Rehab4U Grants Manager will oversee the identification, selection, issuance, and management of a multi-million-dollar portfolio of small- to medium-sized subgrants for the Activity. S/he will provide oversight for grant administration and compliance, ensuring adherence to donor regulations, local law, and MWH policies and procedures. The Grants Manager will supervise grant-related administrative functions, manage grant budgets and financial reporting, and coordinate with project teams to ensure timely and accurate grant deliverables and reporting. The Grants Manager will also provide support for the oversight of Rehab4U Activity sub-awardees and subcontractors. Only candidates with work authorization in Ukraine will be considered; relocation benefits will not be provided.

Expected Duties and Responsibilities
The Rehab4U Grants Manager will be responsible for the following:
- Manage and provide technical and administrative support for the planning, design, oversight, and implementation of the subgrants program funded by USAID through the Rehab4U Activity, ensuring compliance with donor regulations, local law, and MWH policies and procedures;
- In coordination with the Director of Finance and Grants Management, develop and maintain standard operating procedures for subgrant and subaward management in alignment with MWH’s organizational policies;
- Collaborate with the Activity technical and management team to develop and publicize solicitations for subgrant applications from local partners;
- Oversee and coordinate the review of applications, including eligibility requirements, lead evaluation meetings, and communicate results to appropriate management personnel;
- In coordination with the Director of Finance and Grants Management, manage assessment of subgrant organizational capacity, including technical and financial capacity, internal controls, and risk analysis;
- Supervise development and negotiation of subgrant agreements and modifications, ensuring compliance with donor and organizational policies;
- Monitor subgrantee compliance with subgrant terms and applicable donor requirements and prepare site visit reports as relevant;
- Ensure subgrantee communications, requests, and modifications are resolved, recorded, and documented for future reference;
- Manage monitoring of monthly subgrantee budget versus actual expenditures, compile and analyze budget submissions, and assist with budget planning and modifications;
- Ensure activities are implemented, monitored, and measured following grant requirements, procedures, and regulations;
- In coordination with the finance team, facilitate payments to subgrantees;
- Supervise Grants Officer to develop regular reporting on subgrant programs and maintain subgrant files;
- In coordination with the Director of Finance and Grants Management and Chief of Party, support oversight of Activity subawardees and subcontractors, liaising with partners to ensure that required deliverables and financial and technical reports are submitted on time and with an appropriate level of detail;
- Manage comprehensive award files that are up to date and ready for handover at any time;
- Ensure donor compliance is achieved, including audit support, on-site verification, and data quality checks;
- Coordinate with MWH HQ on compliance issues related to subgrants, subaward, and subcontract management, seeking policy guidance as needed;
- Manage the process of developing and submitting cost proposals, budget narratives, capability statements, and certifications as relevant; and
- Perform additional duties as required.
Minimum Qualifications and Experience
- Bachelor’s degree in a relevant field, such as grants administration, program management, international development, or international relations;
- At least 4 years of relevant work experience supporting grant and/or program management functions, with at least 2 of experience managing a team, preferably within the international development context in Ukraine;
- Proven history of implementing USAID-funded projects, including experience managing grants according to USAID regulations and procedures.
- Prior experience managing small grant awards and ensuring compliance with donor and organization policies, with staff supervision responsibilities;
- Demonstrated knowledge and experience establishing, managing, and maintaining collaboration with partners, preferably on small grants programs;
- Detail-oriented with excellent organizational and prioritization skills.
- Ability to set clear goals and manage progress toward them;
- Strong administrative, organizational, and written and verbal communication skills;
- Excellent computer skills with proficiency in Microsoft Office and Outlook, and knowledge management platforms such as Dropbox or Box; and
- Written and spoken fluency in Ukrainian and English.
