JOB PURPOSE
The Deputy Protection Technical Coordinator, under the guidance of the Protection Technical Coordinator is responsible for the provision of coordination and support as well as strategic planning and technical guidance on activities within the area of protection, inclusion and referrals. He/She plays a leading role in providing technical inputs to the protection strategy and protection mainstreaming across all Acted programs.
OBJECTIVE
To ensure that all Acted activities are safe and inclusive by providing technical guidance on the incorporation of protection principles and by building capacities of staff and local partners. Support the implementation of a referral system to ensure more comprehensive humanitarian support to affected population.
DUTIES AND RESPONSIBILITIES
Internal Protection Technical Support and Coordination
- Support the Protection TC in developing messages, tools, analysis and reports with methodologically sound protection approach to mainstream protection principles in Acted’s programming
- Support Project Coordinators in ensuring that all activities are supporting protection outcomes for affected population
- Upon delegation of the Protection TC identify protection needs and main risks in country and participate in the development of the operational strategy and brief program staff accordingly
- Monitor and analyze national protection and social policies, as well as humanitarian guidelines and approaches emerging at national level
- Collaborates with other departments as needed to ensure smooth implementation and integration of services
- Support the development and maintenance of a coherent protection strategy across ACTED's areas of intervention in Ukraine
- Collect and analyze primary and secondary data related to the protection sector in the Ukraine and disseminate tools, research, best practices and lessons with other departments.
Capacity Building
- In coordination with program staff identify individual training needs and ensure access to training and professional development opportunities appropriate to the skill gaps and needs
- Provide training to projects teams in Acted on protection principles, targeting, communication with beneficiaries and protection best practices
- Develop training material for different trainings
- Develop capacity-building programs for local actors (including partner NGOs and relevant local services providers) on protection
External Relations
- Together with and on behalf of Protection TC act as key Acted representative on protection in Ukraine
- Together with and on behalf of Protection TC ensure external representation of Acted in protection sector, vis-a-vis country and local authorities, other project stakeholders, donors and partners
- Participate in and report (internally) on protection technical and sectoral meetings, clusters and working groups involving all relevant stakeholders such as donors, NGOs, UN Agencies, inter-governmental institutions
- Ensure effective coordination and collaboration with key stakeholders and partners, i.e. NGOs, civil society organizations, community groups, and government counterparts who are working on protection
- Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon - rather than replicate - the work of others.
Project Development and MEAL
- Identify the needs of the most vulnerable populations through regular visits and literature review, and through the design and implementation of relevant assessments in close collaboration with MEAL
- Provide technical inputs into proposal design and ensure new or adapted projects for the protection sector focus on maximizing efficiencies, impact and integrated approaches
Required experience and skills
- Higher education in field of social work, human rights, international relations or any related field in social sciences. Alternatively, demonstrated passion and personal development on those topics
- At least 2 years of experience of direct implementation of social/protection activities in the public sector or with a non-governmental organization
- Strong understanding of global protection principles and standards
- Knowledge of humanitarian principles and standards
- Experience in supporting protection mainstreaming is desired
- Experience in case management, social support and referral pathways is an asset
- Demonstrated communication and organizational skills
- Proven ability to work creatively and independently both in the field and in the office
- Computer skills, ability to use Microsoft Office software (MS Word, Excel, PowerPoint, etc.)
- Proven strategic thinking and adaptability to a changing context
- Fluent in Ukrainian, Russian and advanced level in English
