ORGANIZATIONAL OVERVIEW

Through funds provided by USAID’s Bureau for Humanitarian Assistance, FHI 360’s Crisis Response team is responding to the humanitarian emergency in Ukraine with an integrated health and protection program focused on decreasing morbidity and mortality among the conflict-affected population. The program activities are seeking to target the most underserved areas in the eastern and the southern regions with the operational offices open in Dnipro and Odesa. One of the protection sub-purposes of the program is to improve access to lifesaving services for survivors of gender-based violence (GBV) and increase awareness and monitoring of critical protection risks arising from this conflict. POSITION OVERVIEW  
 

Under the supervision of the Senior Protection Officer, the Protection Officer (GBV) will be responsible for leading the implementation of Protection activities with a specific focus on Gender Based Violence (GBV) prevention and response activities and activities to facilitate access to services. 

The Protection Officer (GBV) will support the protection component by assessing the protection and GBV needs to facilitate the identification of relevant locations and activities. They will ensure that the activities are implemented as per workplan and meet best technical standards and practices, including protection, gender and PSEA mainstreaming. 

KEY RESPONSIBILITIES AND DELIVERABLES
 

  • Conduct rapid context analysis of existing GBV and other protection concerns in the Eastern region related to the current humanitarian context.
  • Actively contribute to the design of protection and GBV activities, incorporating findings from field assessments and stakeholders’ consultations. 
  • Implement protection and GBV prevention and response activities in the Eastern region, including but not limited to:
    1. Reviewing and conducting GBV/SEA related capacity enhancement with colleagues, service providers, shelter staff, volunteers, partners, and others as required
    2. Developing and supporting awareness raising/life saving information sharing on protection and GBV concerns in a sensitive way adapted to the needs and context,
    3. Supporting access to services through the development of service mapping, referral pathways and related awareness raising and by ensuring safe referral to services. 
  • Coordinate closely with other colleagues in the protection team (Protection Officers, GBV Officers, PSS Officers) to ensure the implementation of the protection activities as per workplan, and those in other departments as required
  • Provide support, through capacity enhancement, coaching and joint implementation, to the protection associates and volunteers to conduct GBV and protection related activities in the project locations.
  • Contribute to managing budget and logistics of the activities in coordination with financial and logistic colleagues. 
  • Contribute to developing of monitoring tools in coordination with M&E colleagues and oversee their implementation. 
  • Coordinate with relevant stakeholders at Oblast and Raion level as well as the FHI health team and protection partners. 
  • Produce regular reports on activities implemented, targets reached and regularly update the workplan
  • Perform other tasks assigned by the Senior Protection Officer or Protection Coordinator, including organization support to other colleagues with other activities. 

DESIRED QUALIFICATIONS 
 

  • University degree or equivalent in law, gender, psychology, social sciences, social work, or related discipline.
  • 2-3 years of professional experience in social or humanitarian program preferably working with women and girls’ on protection or women’s right related issues. 
  • Experience in service provision for vulnerable Ukrainian groups, especially women and girls
  • Experience in developing and delivering training as well as awareness raising. 
  • Experience coordinating with multiple stakeholders  
  • Solid knowledge of the Ukrainian crisis context, understanding gaps in humanitarianprotection, including GBV response and appropriate mechanisms to cover them.
  • Ability to oversee concurrent tasks and follow on the implementation of activities and adapt planning as needed. 
  • Strong interpersonal skills, commitment to professional ethics principles, open-mindedness, flexibility in problem solving and adaptability to the changes. 
  • Fluent in Ukrainian and working level of English is required.
