POSITION OVERVIEW
FHI 360’s Crisis Response Department is seeking a Procurement Officer to assist the Procurement Manager to ensure efficiency, accountability and transparency of Logistics operations, by developing, plans and managing policies and strategies related to procuring supplies and services (in accordance with FHI 360, USAID and other donor poli.
KEY RESPONSIBILITIES AND DELIVERABLES
- Review procurement requests and RFPs and ensure they are compliant with FHI 360 policies. Submit all requests to Procurement Manager for signature and assist the Logistics Coordinator to decide on appropriate procurement procedures.
- Manage communications with prospective bidders and vendors through the procurement email or via telephone.
- Assist the Procurement Manager in organizing the evaluation committee.
- Manage the bids and tenders from the evaluation committee monitoring results.
- Finalize contracts and appendices, then submit soft versions to logistics.
- Source goods and requests quotes from vendor. Ensure samples matched goods procured, checking for quality.
- Follow up on all invoices and deliverables.
- Revies and ensures all contractual terms and conditions, especially deliverables and invoices, are all properly provided.
- Maintain the Procurement Tracking System (PRTS) regularly.
DESIRED QUALIFICATIONS
- Bachelor’s Degree in Procurements and Logistics or related field with a minimum of 3-5 years of relevant experience in procurement.
- Familiarity with donor-funded procurement rules and regulations is an advantage.
- Experience using inventory management software is an advantage.
- Demonstrated success in multicultural environments is an advantage.
- Ability to travel a minimum of 25%.
- Fluent in Ukrainian and excellent in English.
