The Program Summary
Mercy Corps’ Ukraine response meets the humanitarian needs of people affected by the war in Ukraine. Since the escalation of the war in 2022, Mercy Corps has supported more than 750,000 conflict-affected people in Ukraine and neighboring countries. In response to humanitarian needs, Mercy Corps has provided cash assistance, food and hygiene kits, and psychosocial support for people in emergency
situations.
At the same time, Mercy Corps acknowledges that together with addressing humanitarian needs, it is also important to engage in recovery activities leading to resilience of communities. Therefore, alongside ongoing emergency activities, Mercy Corps is implementing a resilience program, that contributes to
stabilization of livelihoods and improved resilience for IDPs and conflict-affected individuals. In line with direct investments to support self-employment opportunities, small to medium enterprise (SMEs) and agriculture sectors, this resilience program works as an adaptive response mechanism and will adjust
programming according to ongoing analysis of the context and potentially changing needs. Notably, nearly all our programming is delivered in partnership with Ukrainian civil society organizations matching humanitarian and resiliency action with capacity strengthening and a real commitment to localization.

sustainable programs and support the Ukraine localization agenda. Localization is all about an intentional shift of power - from international to national leadership. It’s about supporting and strengthening local capacity and ownership.
The Position
The position is based in the Partnerships Team of Mercy Corps Ukraine’s country program and bring an invaluable contribution to implementing our localization agenda. Under the direct supervision of the Partnerships Capacity Development Coordinator, the Capacity Strengthening Senior Officer is responsible for supporting the delivery, mentorship, and follow up of Mercy Corps’ capacity strengthening work for local partners. This includes support to institutional and organizational capacity strengthening, as well as coordinating technical capacity building in areas including, but not limited to, compliance, finance, cash and NFI (Non-Food Items) distribution, program implementation, logistics, procurement, or other support areas. The position holder will work closely with local partners to jointly develop capacity strengthening plans and support their implementation.
S/he will assist the Capacity Development Coordinator in providing quality capacity building technical expertise and support. This post requires a high level of coordination with both internal and external stakeholders to ensure proper joint planning and delivery of capacity strengthening activities. S/he is
therefore an effective communicator and is able to work with diverse teams to achieve common objectives.
Essential Responsibilities
Safeguarding Responsibilities
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Main Responsibilities
Partner Strategy
- Support the Capacity Development Coordinator to further develop, adapt and implement Mercy Corps Ukraine’s Capacity Strengthening Approach.
- Assist Mercy Corps’ teams in adherence to the Partnership Approach and associated standard operating procedures.
Partner Capacity Strengthening and Training
- Prepare and co-facilitate capacity strengthening workshops for Partners.
- Provide technical support to the partners in their development and management of their Capacity Strengthening Plans and activities.
Review partner reporting on capacity development activities and, with the Coordinator’s support, ensure proper supervision of the submission of supporting documents. - Together with the Capacity Development Coordinator analyze partner’s self-assessments, providing comments and support to partners.
Provide administrative and logistical support for capacity strengthening workshops for partners (preparation of the agenda, purchase requests, follow-up etc.). - Support the Capacity Development Coordinator in organizing and conducting and/or supervising trainings based on Mercy Corps mandatory curriculum.
- Coordinate with Mercy Corps Program teams to review and refine partners' capacity strengthening plans.
- Manage Mercy Corps' internal workplan for partner support and training, including coordinating with teams across the country on their participation in relevant trainings.
- Review partner scopes of work and budgets to ensure sufficient funds are included to meet their capacity development needs.
Coordination & Communication
- Work across Mercy Corps teams to facilitate support to partners, based on their programming, including security, procurement, CARM (Community Accountability and Response Mechanism), MEL (Monitoring, Evaluation and Learning) and programs.
- Represent Mercy Corps at localization and capacity strengthening events for local partners.

Accountability
Reports Directly To: Partnerships Capacity Development Coordinator
Works Directly With: Programs, Partnerships, MEL, CARM, Subawards & Compliance, Finance, HR, Operations and Security Teams.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal
partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
- University Degree or international studies, social sciences, economics or other relevant field.
- At least 2-3 years of experience working in a non-governmental organization (NGO) or CSO (Civil Society Organisation) focused on humanitarian assistance, relief or development work.
- Strong knowledge of, and experience with organizational strengthening of CSOs (Civil Society Organizations) in challenging environments, and ability to inform the content and method of organizational development training.
- Understanding of localization trends in Ukraine is preferred.
- Demonstrated expertise in remote management or in emergency response programming in highly insecure environments is preferred.
- Proven track record in staff and stakeholder training and capacity strengthening, experience developing and conducting TOTs (Trainings of Trainer) is preferred.
- Willingness to travel to field locations for partner support (pending security approval).
- Excellent interpersonal and communication skills: ability to interact effectively with project partners, local stakeholders and community members.
- Familiarity with the MS Office software (i.e., Word, Excel, and PowerPoint) is required.
- Excellent oral and written Ukrainian and English is required.
- Knowledge of Sphere standards and other training in humanitarian response preferred.
Success Factors
The position holder should have strong multi-tasking, organizational, and prioritization skills, as well as attention to detail. The successful candidate must be a strong collaborator with good inter-personal and relationship building skills. A demonstrated ability to work quickly, accurately, meet deadlines, and process information in support of changing program activities is necessary. The ability to coordinate with different members/levels of a team will be key. The successful candidate should have the ability and willingness to travel within Ukraine, including in areas of program implementation in eastern and southern
Ukraine, security permitting.
Living Conditions / Environmental Conditions
This position can be based in Mykolaiv, or Odesa Ukraine, but location is subject to reassessment given the dynamic context. Accommodations are being defined and access to services – medical, electricity, water, etc is in place but may change depending on the situation. This position requires travel to surrounding areas, as security permits. Given the emergency context, this position requires flexible work schedules. During the field trips living conditions will be adjusted to the field conditions.
