The Program Summary
Mercy Corps’ Ukraine response meets the humanitarian needs of people affected by the war in Ukraine. Since the escalation of the war in 2022, Mercy Corps has supported more than 750,000 conflict-affected people in Ukraine and neighboring countries. We have provided cash assistance, in-kind humanitarian assistance, and psychosocial support for people in emergency situations; grants for micro, small and medium businesses, as well as small to medium farming enterprises; and conducted large-scale information campaigns. Notably, nearly all our programming is delivered in partnership with local and national civil society organizations matching humanitarian action and resilience programing with capacity strengthening and a real commitment to localization.
Mercy Corps is focused on the emergency delivery of aid to the affected populations, primarily through Multi-Purpose Cash Assistance (MPCA) and in-kind food and non-food assistance. Mercy Corps will continue this life saving assistance for as long as it is needed but acknowledges that recovery and resilience requires access to steady income alongside functioning markets. Therefore, alongside ongoing emergency activities, Mercy Corps has launched Ukraine Economic Resilience Program (ERP), that contributes to stabilization of livelihoods and improved resilience for IDPs and conflict-affected individuals. In line with direct investments to support self-employment opportunities, SME and agriculture sectors, ERP works as an adaptive response mechanism and adjusts programming
according to ongoing analysis of the context and potentially changing needs.

The Position (General Position Summary)
Under the direct supervision of the Economic Resilience Program Manager or Coordinator (depending on location), the Senior Program Officer is responsible for providing comprehensive support in the implementation of the program. This includes but not limited in work closely with the partners to ensure smooth, efficient, and effective implementation of the program, overseeing the proper management of contractual documentation, assisting in budgetary control for financial assistance expenditures, and reviewing business plans and related documentation under the Economic Resilience Program. He/She at the same time should promote Mercy Corps values through various entry points in the project and preserve staff moral and enthusiasm for the project work.

Essential Responsibilities

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Main Responsibilities

Contractual Documentation Management:

  • Ensure the accurate and timely preparation, review, and execution of contractual documentation related to the program.
  • Collaborate with relevant stakeholders to ensure compliance with organizational policies and procedures.
  • Maintain a systematic record-keeping system for all contractual documents and associated correspondence.

Budgetary Control:

  • Assist in monitoring budgetary allocations for financial assistance provided under the program.
  • Review expenditure reports and ensure adherence to approved budgets.
  • Identify discrepancies or irregularities and recommend corrective actions as necessary.

Business Plan Review:

  • Evaluate business plans submitted by program participants for viability, feasibility, and alignment with program objectives.
  • Provide feedback and guidance to responsible executives to improve the quality and effectiveness of provided business plans.
  • Coordinate with program teams to ensure seamless integration of business plans with program activities.

Documentation Review:

  • Review supporting documentation submitted along with business plans, such as financial statements, market analyses, and feasibility studies.
  • Verify the accuracy and completeness of documentation to support decision-making processes.
  • Document findings and recommendations for further action or approval.

Program Support:

  • Collaborate with program teams to facilitate the smooth implementation of program activities especially communicate with program teams and participants related to documents collection, agreement signing, payments made, report preparation and reports revision.
  • Build capacity of new Resilience staff members.
  • Participate in field assessment visits to program participants.
  • Contribute to program monitoring and evaluation efforts by providing relevant data.
  • Ensure payments to partners and/or program participants (initiate payment requests).
  • Take part in coordination activities, prepare and provide reports on ERP to Food Security and Livelihoods Cluster.

Accountability: Accountable to Mercy Corps Procurement and Sub-Awards Policy and Procedures.
Maintains accurate electronic and hardcopy files of procurement/sub-award and other relevant files.
Reports Directly To: ERP Manager/ ERP Coordinator
Works Directly With: Economic Resilience Program implementation team, Program Departments, Program Performance and Quality (PaQ), Operations Team, Security Management, Finance.

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal
partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • Diploma or University Degree in international studies, social, economic or other relevant field is desired.
  • At least 5 years of experience working in a non-governmental organization (NGO) or CBO focused on humanitarian assistance, relief or development work is desirable.
  • Proven experience in contract management, budgetary control, and business plan evaluation.
  • Strong analytical skills with the ability to assess complex financial and business documents.
  • Familiarity with the MS Office software (i.e., Word, Excel, and PowerPoint) is required.
  • Good verbal and written Ukrainian and English is required.
  • Knowledge of humanitarian standards and codes, including SPHERE, HAP is an asset.

Success Factors
To be success in the role of Senior Self-Employment Officer hinges on meticulous attention to detail, robust analytical skills, and effective communication and collaboration with stakeholders. Strong multi-tasking, organizational, prioritization skills are necessary. Accuracy and attention to details are necessary. A demonstrated ability to work quickly, accurately, meet deadlines, and process information in support of changing program activities is necessary. Ability to coordinate with different members/levels of a team. Ability to travel within Ukraine and work in Remote project environment if security permits.

Living Conditions / Environmental Conditions

During the field trips living conditions will be adjusted to the field conditions.
