Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH in Ukraine is seeking a qualified professional for the project “Eastern Partnership Regional Fund for Public Administration Reform” to fill the position of:
Technical Advisor / National Coordinator (part-time, Kyiv)

Since 2009, the goal of the Eastern Partnership (EaP) has been to foster relations between the European Union (EU) and its eastern neighbors of Armenia, Azerbaijan, Georgia, Moldova and Ukraine. These countries face significant challenges in ensuring their public administrations are efficient, developing the skills of their staff, and delivering more transparent and citizen-centred services.
The EaP countries are pursuing different strategies to reform their public administrations. In this context, regional dialogue enables them to harness synergies relating to EU standards. As a cooperation and dialogue format and a potential tool for forging closer ties with the EU, the EaP creates incentives for reform.
Core tasks:
Technical Advisor is:
- Responsible for the technical, substantive and organizational implementation of a project's measures and activities. In consultation with line manager, Advisor also assumes tasks related to planning, steering and monitoring the project, including project administration tasks in some cases.
- Responsible for providing specialist support to colleagues in bands 2 and 3, and ensures the quality of the commission's outcomes.
- Contributes to the conceptual design of the project, in particular its modification or realignment.
- Makes technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby supports the achievement of the agreed objectives of the respective project and provides impetus for further strategy development.
- In coordination with the country director and line manager, Advisor also uses contacts for the acquisition of contracts on behalf of the company.
- In consultation with team colleagues and line manager, Advisor also coordinates all issues within area of work and ensures that they are dealt with promptly and competently. Advisor resolves problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in the team.
- In consultation with line manager, under the role Advisor may assume management responsibility for staff members in band 1, with due regard for P+R and GIZ's applicable HR policies, instruments and procedures.
- Involved in ongoing process development within remit, is responsible for knowledge management and preparing and sharing documentation. If required, Advisor also supports other experts in familiarizing themselves with and performing their tasks.
- Perform the tasks assigned by the line manager, where required.
Main activities:
- Advising and supporting the Regional Project in the implementation of the project objectives and activities agreed in the components of the project with the participation of the partners from the Ukraine.
- Planning, preparing and joining activities in Ukraine and regional activities in other EaP countries, ensuring the engagement and participation of relevant stakeholders from public and private sectors from Ukraine.
- Cooperation with partners, local communities, relevant organizations, non-governmental agencies, international donors to improve and maintain good working relationships.
- Ensuring the engagement and participation of relevant stakeholders from public and private sectors, ensuring smooth implementation of regional project activities and providing technical and logistical support.
- Acting as contact person for Ukrainian partners for all components of the regional project.
- Coordinating project activities, studies and research in different fields of public administration reform at all levels in consultation with project partners, project measures (components) and other donor organizations.
- Clarifying procedures for transnational processes and procedures in coordination with GIZ Eschborn.
- Assisting with recording and documenting the results of all activities.
- Supporting in project monitoring and updates information on project progress, documents and reports regularly on the status of results.
- Active involvement in preparing and implementing capacity building measures, exchange events, cross-country visits, seminars and the overall work at the regional level.
- Providing input for requests by GIZ, BMZ as well as reports of the regional project.
- Assisting national and international experts contracted to the project in carrying out their work.
- Monitoring the media regarding the latest administrative and political developments in Ukraine, carefully considers this information during the implementation of the relevant cross-countries projects and suggests adaptations if necessary.
Required qualifications, competences and experience
- Education/training: university qualification (‘Diploma’/Master) in Political Science, International Relations, Law, Public Administration, Social Science or similar disciplines.
- General professional experience: least 10 years of experience in the sector (Public Administration Reform or EU Integration), at least 7 years of work experience with Ukrainian government agencies, 3 years of experience in Ukrainian Development Co-operation (DC) experience, 3 years of work experience with international donor agencies or development agencies.
- Proven ability to work in a politically sensitive context.
- Experience in cooperation with governmental partners: Secretariat of the Cabinet of Ministers of Ukraine, national ministries, state agencies, Parliament, etc.
- Languages: very good language skills (written and oral) in Ukrainian and English; German would be an asset.

Employment conditions
Part-time position. Place of assignment is Kyiv. The assignment starts as soon as possible. The contract duration is till 31.10.2027.
