The international non-profit organization Management Sciences for Health (MSH) implementing in Ukraine the USAID-supported Safe, Affordable and Effective Medicines for Ukrainians Activity (SAFEMed), is looking for Consultant in Vaccine Pharmaceutical Management
The main goal of the Vaccine Pharmaceutical Management Consultant is to provide technical support to the Center of Public Health (CPH) in the implementation of the national immunization program and COVID-19 vaccination campaign. The consultant will assist with the implementation of international approaches and electronic tools for the quantitative calculation/forecasting of the use and need of immunobiological drugs (vaccines) and medical devices used for prophylactic vaccinations and drugs for patients with infectious diseases accompanied by a high mortality rate.
Functional responsibilities:
- Participation in the implementation of international approaches and electronic tools for the quantitative calculation/forecasting of the use and need of vaccines, auxiliaries used for vaccinations, and medicines of the lethality group.
- Collection, summarization, and verification of data on consumption and stock of vaccines and auxiliaries used for vaccinations and medicines of the lethality group.
- Provision of advisory, methodical, and technical assistance to specialists of healthcare facilities and regional Centers for Disease Control and Prevention (rCDCs) regarding the following:
- calculation of need, forecasting of use and developing orders for vaccines, auxiliaries, and medicines of the lethality group;
- pharmaceutical management and stock management of vaccines, auxiliaries, and medicines of the lethality group;
- organization of a reporting system on stock of vaccines, auxiliaries, and medicines of lethality group, in order to ensure effective management of their stocks.
4. Communication with healthcare facilities, regional departments of health, and rCDCs regarding the organization of timely regular reporting on stock and consumption of vaccines, auxiliaries, and medicines of the lethality group.
5. Participation in organization and implementation of program activities on pharmaceutical management in the field of immunization program, including working groups, round tables, seminars, trainings, meetings and conferences.
6. Preparation of recommendations regarding compliance with “cold chain” measures at national and local levels based on the WHO effective vaccine management format.
7. Development of standard operating procedures for the maintenance of refrigeration equipment, in order to maximize its efficiency.
8. Execution of other tasks (within consultant’s competence) requested by the project direction coordinator.
Requirements:
Education: Master’s degree in Public Health/ Pharmaceutical /Medicine/ Epidemiology, or other related field
Experience: At least 2 years of work experience in the area of pharmaceutical management and/or supply chain, including cold chain management. Experience in the implementation of different measures in the area of immunization program and the vaccination campaign. Experience of communication with various stakeholders on national and regional level. Experience working with USAID-funded projects will be an asset.
Qualifications:
- Understanding of the ongoing processes of vaccine supply chain and distribution process across the country as well as vaccination campaign process
- Deep understanding of the basis of pharmaceutical management and “cold chain”
- Strong leadership skills with ability to perform technical work
- Strong skills in data analysis, working with big datasets, and visualization
- Well-developed communication skills
- High level of self-organization, ability to work on result
- Ability to operate with e-mail, calendar, Google drive, task managers, MS Office (Word, Excel, PowerPoint).
- Self-sufficient and motivated to work independently
