POSITION SUMMARY: The Health Specialist is primarily responsible for vision, strategy and technicaloversight of the Health Sector of the Program, including technical design,implementation and management of the health activities at thenational/regional and community levels. S/he will work in collaboration with theProject HOPE’s senior management team and health teams in the field todeliver high-quality health services to the targeted beneficiaries. The HealthSpecialist will ensure high-quality services in all Project HOPE supported healthfacilities. S/he will monitor service quality, ensure that all staff are trained andwell- supported, pharmaceuticals and other medical supplies are properlymanaged.
RESPONSIBILITIES:
- Ensure health program follows WHO/SPHERE, national, and USAID standards.
- Provide technical supervision, support, and guidance to healthprogramming activities.
- Oversee data collection, timely reporting, and decision-making basedon health program indicators.
- Collaborate with government health authorities and WHO forstandardized health systems and outbreak preparedness.
- Monitor pharmacy supplies, drug protocols, and program budgets.
- Provide updates to stakeholders (management, technical units,donors) following reporting structures.
- Support strategic planning and future program design with seniormanagement and field teams.
- Provide technical input for proposal development and donorsubmissions.
- Integrate health-related sectors (Mental Health, WASH) into program.
- Represent the organization at health cluster, UN, NGO, and Ministryof Health meetings.
- Act as liaison with local health authorities to ensure accountabilityand visibility.
- Foster strong workplace relationships and support mentorship ofhealth program staff.
- Coordinate program budgets, supply chains, and technical knowledgetransfer with the Technical Unit.
- Support recruitment, training, and capacity building of healthprogram staff.
- Oversee national healthcare staff training programs to ensure qualityand sustainability.
- Collaborate with national health authorities to develop andimplement approved training curricula.
- Maintain staff performance evaluations and professionaldevelopment plans.
- Perform additional duties as assigned.
EDUCATION:
- Master’s/ bachelor’s degree in Medicine, Public Health or other relevantstudies
- Ukrainian - Fluent, English - minimum Upper-Intermediate
Years of Experience:
- 3-5 years of experience working in implementation of health programs,including humanitarian response, experience with international healthprograms preferred.
- Work in Ukraine with USAID BHA- will be privilege.
