Role : The Monitoring, Evaluation Accountability and Learning (MEAL) Officer

HALO Trust is the world’s largest humanitarian demining organisation, working to protect lives and restore livelihoods of people affected by conflict. Headquartered in the United Kingdom, HALO is a non-governmental, non-political, non-religious organisation currently working to remove the debris of war in over 25 countries.

Overall objective :

The Monitoring, Evaluation Accountability and Learning (MEAL) Officer supports the development, ongoing improvement and maintenance of the programme’s data collection and analysis processes, systems and tools to track the programme’s operational outputs and outcomes and assess progress against programme and project objectives.The MEAL Officer’s work helps both to ensure contractual compliance and the achievement of targets for specific donor-funded projects and to inform the programme’s macro-level understanding of the impact of its activities more broadly.

Tasks and Responsibilities:

Participate in the development and improvement of data collection methodologies in consultation with the Partnerships, Operations and/or GIS/IM departments, senior programme management and the global MEAL team. Develop procedures for estimating and framing the outcomes of programme activities, particularly related to their humanitarian impact and to cross-cutting themes (e.g. gender, environment, agriculture). This will include development and testing of corresponding indicators, components and tools.

Work closely with HALO’s global MEAL team to ensure the Ukraine programme’s adherence to global standards and best practices.

Monitor progress against project indicators and targets, provide timely updates and highlight any issues to the Partnerships, Operations and/or GIS/IM departments and senior management. Ensure that the programme’s tools for this purpose, such as PowerBI dashboards, are accurate and up to date.

Extract quantitative data for donor reporting and reference information, including updating logframes and other tables, to assist programme officers in preparing donor reports and proposals.

Assist in the development of socioeconomic surveys and assessments, as well as analysis, cleaning and quality control of the resulting data.

As required, conduct training on data collection and monitoring and evaluation procedures for programme staff, including as part of new employee induction.

Assist the programme officers, the Operations and Communications departments, senior management and other colleagues with requests for data and statistics for planning, internal and external reporting and communications.

Carry out any other duties as requested to ensure the functioning of the department and fulfilment of project and programme objectives.

Required:

  • University degree, ideally in a relevant field;
  • 2+ years of relevant professional experience, including 1+ year of experience in a role involving quantitative data analysis;
  • Excellent written and verbal communication skills in English; proficiency or fluency in Ukrainian and/or Russian desirable; proficiency in other languages a bonus.
  • Advanced Microsoft Office skills, ability and willingness to learn new software;
  • Strong interpersonal and communication skills;
  • Strong understanding of quantitative and qualitative research methods;
  • Good organisational skills and high attention to detail;
  • Good analytical and problem-solving skills;
  • Solid work ethic with the ability to work productively under pressure;
  • Autonomous self-starter capable of working independently or as part of a team;
  • Adaptable and flexible with the ability to prioritise multiple tasks.

Carry out any other duties as directed to meet programme standards and operational requirements, including HALO’s health and safety procedures.

It is desirable, but not required, that the successful candidate possess the following:

  • Experience using Survey123, Microsoft Power Apps, ArcGIS or other relevant software;
  • Experience working for a non-governmental organisation;
  • Experience writing donor reports and proposals.
