Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

Overall Objective

Under the supervision of the Consortium Coordinator, the Humanitarian Affairs Coordinator will support consortium partners to define key advocacy messages in regards to humanitarian topics relevant to the context.

S/he will conduct research and provide in-depth analysis on topics of concern and importance to consortium partners. S/he will engage externally with a variety of stakeholders, partners and other entities with the objective to align broader comprehensive and advocacy efforts in the country with the consortium’s perspective on the key identified themes and topics. Further, s/he will ensure external representation vis-a-vis the humanitarian community to convey advocacy message.

Tasks and Responsibilities


Development and roll-out of a Humanitarian Affairs Strategy and action plan: Together with consortium partners, establish what advocacy needs the consortium sees as priority, develop a humanitarian affairs strategy based on programmatic and context topics identified, including key messages for the consortium project.

External coordination: Enhance the consortium’s visibility and engagement in humanitarian affairs’ efforts in the broader humanitarian environment in country by taking initiative on the topics of importance for the consortium, contributing to common positioning papers, analysis, recommendations and demands.

Promotion of Advocacy and Humanitarian Affairs: Together with consortium partners, create learning material on topics, principles and approaches pertaining to Humanitarian Affairs to build a deeper understanding of Advocacy among the consortium partner teams.


Specific Objectives and Linked Activities

1. DEVELOPMENT AND ROLL-OUT OF A HUMANITARIAN AFFAIRS STRATEGY AND ACTION PLAN

  • Regularly travels to project operational and implementation sites to identify and contextualize humanitarian affairs topics, especially in regards to programmatic sectors.
  • Closely liaises with technical coordinators/project focal points of consortium partners to develop project-based thematics for advocacy.
  • Monitors political events / statements linked to the country context and the consortium’s programmes specifically, flags them to the Consortium Coordinator and the Steering Committee.
  • Analyses political and normative frameworks affecting the humanitarian environment or NGOs’ core humanitarian principles.
  • Creates regular briefs for the consortium Steering Committee
  • Designs an institutional action plan for the consortium including identification of key stakeholders to engage.
  • Conducts research substantiated with field evidence and data related to the advocacy messaging and topics.
  • Monitors the humanitarian and operational context regarding aspects pertinent to the consortium partners’ presence in different intervention sectors and geographical areas.
  • Identifies trends, challenges and risks related to the key advocacy topics, humanitarian principles and operational independence.

2. EXTERNAL COORDINATION

Under the guidance of the Consortium Steering Committee, s/he represents consortium partners and attends external meetings

  • Where requested, s/he supports the consortium partners in preparing meetings with official authorities, administration representatives, other stakeholders, and agencies. S/he follows up on major incidents related to the consortium intervention sectors, humanitarian principles, and shares information internally with the Consortium Management Unit and Steering Committee and externally with other relevant entities (in collaboration with the Consortium Communication department). 
  • S/he represents the consortium and proactively coordinates with existing advocacy coordination mechanisms, cultivates relationships with, and links to, diverse local and external networks, including other consortia and relevant NGOs. 
  • In close collaboration with the Steering Committee and the Consortium Management Unit, s/he engages in advocacy efforts with donors, officials, other stakeholders, agencies and partners 
  • Develops a variety of advocacy products including but not limited to letters, position papers, key messages, recommendation and ask papers

3. PROMOTION OF ADVOCACY AND HUMANITARIAN AFFAIRS WITHIN THE CONSORTIUM :

  • Identify what needs exist among partners for capacity building on humanitarian affairs and design capacity building plan through active engagement with consortium partners’ relevant staffs.
  • Create Information, Education and Communication material on advocacy in collaboration with Consortium Communication team.
  • Upon request travel to partner operational bases and conduct capacity building sessions for consortium partners.
  • Actively promotes Advocacy stakes among consortium partners key staffs to ensure understanding of advocacy issues ownership and feedbacks from partners about advocacy topics.

TRAINING 

REQUIRED: Degree in a related field (international affairs, political sciences, international humanitarian law, human rights) + min. 4 years of advocacy experience.

PROFESSIONAL EXPERIENCES 

REQUIRED: 

  • Good understanding of International Humanitarian Law and International Human Rights Law 
  • Excellent knowledge and experience of international institutions relating to humanitarian assistance and functioning. 
  • Proven ability to analyse complex policy issues, identify opportunities for influence, and articulate strategies to achieve policy change.

DESIRABLE: 

  • Previous experience in advocacy and or public affairs 
  • Previous experience working in international humanitarian assistance
  • Previous experience in the country 
  • Previous experience working in consortium


KNOWLEDGE AND SKILLS

REQUIRED:  

  • Excellent command in written and spoken English 
  • Excellent understanding of humanitarian principles 
  • Proven capacity in working in a team, networking, influencing and federating actors around a common objective 
  • Comfortable and experienced in public speaking 
  • Strong writing skills (analysis and synthesis, conciseness, writing with integrity, original contributions, formal style) 
  • Critical thinking 
  • Diplomatic skills, know how to find consensus, patience

LANGUAGES 

REQUIRED:  Fluent English 

DESIRABLE: Ukrainian/Russian And/or French

SOFTWARE 

REQUIRED:  Pack MS Office: Word, Excel Outlook, PowerPoint
