Medicos del Mundo (MdM) is an independent international movement of active campaigners, who provide care, bear witness, and support social change. MdM campaigns for a world without any barriers to healthcare, a world in which health is recognized as a fundamental right.  Medicos del Mundo is the Spanish division of the international MdM Network implementing emergency response and development programmes in Ukraine.  MdM Mission in Ukraine was established following the emergency assessment conducted in April 2015 and focused on changes in the availability of and access to healthcare, particularly for the most vulnerable groups of the population, including the elderly and people with chronic diseases.  One of the main goals of MdM is ensuring and extending the access of the Ukrainian population to timely and quality primary healthcare (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial Support (MHPSS) services, and Gender Based Violence (GBV) prevention. In Chernihiv, Chernivtsi, Kharkiv, Kyiv and Zaporizhzhia Oblasts MdM is targeting the most vulnerable communities through the mobile outreach unit approach, covering locations that have been affected by the hostilities or hosting large numbers of Internally Displaced People in the situation when the health system has been severely disrupted and overloaded during the war.

GEOGRAPHICAL SCOPE OF INTERVENTION: 

The MHPSS Roving Manager (East) is primarily based in Dnipro, overseeing and supporting activities across the Zaporizhzhia and Kharkiv Oblasts. The role requires a balanced distribution of time between these locations, with approximately 50% of the time spent at the Dnipro base and the remaining 50% divided between the two oblasts. Specifically, it is expected that the manager will dedicate one week per month to Kharkiv, one week to Zaporizhzhia, and two weeks to Dnipro, ensuring consistent presence and support across all areas of intervention.

Technical Supervision: Collaborates with the MHPSS Coordinator to ensure technical oversight, quality assurance, and alignment with program standards.

JOB SUMMARY 

MHPSS Manager is responsible for planning, implementation and follow-up of MHPSS activities in the given project scope, with the primary objective to ensure access to MHPSS services in line with MdM’s technical framework.  

FUNCTIONS 

1. Project Planning and Implementation

  • Lead the MHPSS component from the project planning and management, including work plans, activity schedules, and monitoring frameworks to ensure quality implementation of MHPSS activities.
  • Oversee training and supervision in line with the program's technical framework and objectives.
  • Collaborate with partners and social protection entities to maintain updated service mapping for referrals.
  • Ensure activities align with IASC MHPSS Guidelines, national/international standards, and MdM internal policies.

2. Community Engagement and Awareness

  • Organize and conduct awareness-raising activities on MHPSS and GBV, tailored to community needs.
  • Develop strategies to target vulnerable groups and deliver awareness sessions in line with MdM’s technical framework.
  • Support capacity-building programs for community focal points, PHC staff, and health facility teams.

3. Management and Coordination

  • Recruit and manage MHPSS staff, including psychologists and officers, ensuring effective line management, supervision, and performance appraisals.
  • Build partnerships with NGOs and community organizations to strengthen MHPSS services, facilitate referrals, and support exit strategies.
  • Coordinate with state and non-state actors to ensure comprehensive and safe referrals for vulnerable groups.

4. Monitoring and Reporting

  • In charge of regular activity reports and evaluations, ensuring alignment with the monitoring framework.
  • Update work plans and provide timely reports to the Field Expert (East) and other stakeholders.

5. Other Responsibilities

  • Ensure compliance with MdM’s security rules and code of conduct.
  • Maintain professional relationships with partners and actively participate in team planning and meetings.
  • Perform additional duties as required by the MHPSS Coordinator or Field Expert (East).
  • This description is subject to change based on operational needs and evolving circumstances.

REQUIRED QUALIFICATIONS: 

  • Academic Background: A degree in Psychology is required; a Master's degree in Psychotherapy is considered an asset.
  • Certifications: Certifications in the mhGAP Program, PM+ Program, and DWM Program are highly valued.
  • Training: CETA training is an asset.
  • Other Qualifications: Additional training or certifications in evidence-based MHPSS interventions are considered an asset.

REQUIREMENTS: 

Language requirements: 

  • Ukrainian and Russian 
  • English advanced (written and oral)  

Computer requirements: Competency in Microsoft Office Package.   

EXPERIENCE 

  • At least 2 years of clinical mental health and psychosocial support (MHPSS) experience in humanitarian settings.
  • Proven experience in developing and leading training courses on MHPSS and GBV, particularly for primary health care staff.
  • Experience collaborating with NGOs and health institutions.
  • Demonstrated ability to work and engage with local authorities, partners, and other stakeholders, especially in challenging contexts.
  • Knowledge of public health and mental health issues in Ukraine.
  • Experience in MHPSS supervision; familiarity with MdM's approach to MHPSS is highly desirable.

  • Fixed term contract until the 30th of June, 2025 with possibility of extension
