Finance Assistant

Medicos del Mundo (MdM) is an independent international movement of active campaigners, who provide care, bear witness, and support social change. MdM campaigns for a world without any barriers to healthcare, a world in which health is recognized as a fundamental right.  Medicos del Mundo is the Spanish division of the international MdM Network implementing emergency response and development programmes in Ukraine.  MdM Mission in Ukraine was established following the emergency assessment conducted in April 2015 and focused on changes in the availability of and access to healthcare, particularly for the most vulnerable groups of the population, including the elderly and people with chronic diseases.  One of the main goals of MdM is ensuring and extending the access of the Ukrainian population to timely and quality primary healthcare (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial Support (MHPSS) services, and Gender Based Violence (GBV) prevention. In Chernihiv, Chernivtsi, Kharkiv, Kyiv and Zaporizhzhia Oblasts MdM is targeting the most vulnerable communities through the mobile outreach unit approach, covering locations that have been affected by the hostilities or hosting large numbers of Internally Displaced People in the situation when the health system has been severely disrupted and overloaded during the war.

Context of intervention

 MdM is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. In Ukraine, MdM Spain implements the project activities in close cooperation with the relevant authorities, public health facilities and communities.

MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in different regions in Ukraine. The program is implemented around two main components: direct provision of services through multidisciplinary mobile units (including primary healthcare services (PHC), sexual and reproductive health (SRH), Mental Health and Psychosocial support services (MHPSS)); and strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and the provision of medical equipment, consumables and medicines. 

General scope of the position:

Cashflow Management and Monthly Accountancy 

• Prepare, organize and control payments related to the daily operation of CT office and Kyiv, Chernihiv bases after verification that purchase procedures are respected.
• Consolidate and archive all necessary procurement documents for accountancy in accordance with both MdM procedures and Ukrainian standards and legislation.
• Creation of Mission requests for any purchases related to finance department.
• Providing Log Dep with information related to payments which were processed in the past, sharing payments orders with Log department (on request).
• On daily basis receiving from logistic department procurement document for payment procedure.
• Perform other tasks from supervisor related to his/her work

Financial Management & Audit 

• To ensure the reliability of data.
• Do bank statements in the accountancy programs.
• Support in preparation for internal and external audits. 
• Prepare all primary documents needed on request of Financial Officer.
• Constantly work to improve educational and professional level, be disciplined.
• In the absence of Fin Officer ensure that in raised MRs the donor and financial information corresponds to the budget and mission allocation board.

Legal and administrative management 

• Creation of Mission requests for any purchases related to finance department work in the absence of Financial Officer. 
• Consolidation and archiving of all necessary documents for accountancy in accordance with MdM procedures.
• Keep Fin Officer informed about any modifications in the procedures.
• Perform other additional activities that do not contradict this Job description on request of Finance Officer
• Keep the workplace and equipment used in clean and working condition.
• Perform  any other assigned tasks within the Finance department when needed.

 Position and profile requirements:

 Educational background

University degree in finance, economics, administration, business, or a related field from an accredited academic institution.

Professional experience

three years progressive experience in administration and/or finance department 

Technical experience

Experience in C1, Client-bank, creating orders under Ukrainian law 

Personal skills

• Excellent skills in communication.
• Familiarity with INGO’s and Tax requirements.  
• Familiarity with archiving.
• Adopt to fast environment, and quick learner.
• Team player with a great stress management self-coping mechanism 
• Attentive to details 
• Able to work under pressure 

Humanitarian experience

2 years of relevant professional experience in INGOs preferred.

Languages

Ukrainian, English

Computer skills

MS Office environment with EXCEL skills
