KEY RESPONSIBILITIES (Technical, Leadership, Human Resources & Resource Management):

Technical :

  • Conduct financial assessments of partners and assist the program with the capacity development and implementation plan.
  • Review of the financial sections and budgets of proposals related to the partnership agreement, amendments, and extensions during the term of the grant, including closing, maintaining a complete record of disbursements and reported expenditures, along with balances of payables or receivables associated with specific grants.
  • Check the details of partners' financial statements and supporting documentation to ensure that they comply with Oxfam's and donors' reporting guidelines; ensuring that partners are able to submit regular and accurate financial reports in a timely manner, using consistent templates, and providing partners with written feedback on financial statements within a reasonable time frame.
  • Working closely with relevant personnel, including program staff and funding team, on donor reporting, being responsible for the accuracy and completeness of the partner's financial statements as part of the consolidated statement.
  • Responsible for uploading all partner expense logs with the correct budget codes to the P.soft system and ensuring that they are reconciled with released grants to partners and any receivables/payables to/from partners.
  • Conducting regular on-site visits and/or desk audits to ensure financial compliance with Oxfam, donor and local authorities through regular audits of financial management systems, books, supporting documents and financial statements of partners, etc.
  • Provide and disseminate reports on monitoring visits or document reviews within a specified time frame, detailing findings, associated risks and mitigation measures, to relevant teams, including partners. Saving all documents for future use and regularly implementing the recommendations agreed with the partner 
  • Organise regular capacity building sessions for partners in order to improve the management of the organisation's overall policies and practices, including but not limited to good financial management, a proper procurement process in accordance with the minimum requirements of Oxfam and/or the donor organisation.
  • Ensure that complete and accurate documentation is provided in accordance with the eligibility requirements applicable to Grant Disbursements.
  • Take the initiative to discuss the challenges associated with good financial management and regularly develop the understanding of financial and non-financial colleagues at them.
  • Ensure the registration and monitoring of all fixed assets of the project partner with complete and accurate information.
  • Communicate frequently with the program manager and line manager to ensure that everyone who needs to share information is well informed.
  • Proactive support during donor audits, organizational audits, etc. Sharing and explaining specific audit findings with partners and working with partner staff to improve practice through a solution-oriented approach.
  • Storage of the partner's file in both printed and electronic form in the form of an archive, including all information about the partner and documentation in accordance with the standard filling system.
  • Regularly update the roster of partners.

 Program Support and Capacity Building:

  • General responsibility for financial management, planning and control. This includes training and instructing all staff on procedures, regulations, instructions for donors, and ensuring compliance with financial systems at all levels.
  • Together with other members of the finance team, support the preparation and delivery of financial trainings for partner organisations and Oxfam employees.
  • Communicate regularly with the project team to provide financial and programmatic support in the areas of finance.

 Other:

  • Maintain good relations with partners, donors, official authorities and other agencies, where appropriate, be proactive in ensuring that Oxfam develops and maintains a positive profile.
  • Stay abreast of relevant program issues and promote broader study of the program.
  • They are required to uphold Oxfam's principles and values, as well as promote gender justice and women's rights.
  • An understanding of the principles of equity, diversity, gender, child safety, and staff health and well-being and a commitment to uphold them.

Besides:

  • Qualifications in finance and accounting with sufficient experience in financial management, including budgeting, analytics, forecasting, funding coordination, and reporting.
  • Bachelor's degree in a relevant field (accounting/finance)
  • In-depth knowledge of accounting standards and legal requirements.
  • Experience in supporting partners (NGOs/LSGs) in managing finances, subgrants and contracts.
  • Strong numeracy skills and attention to detail, as well as strong computer literacy with a proven track record of using computerized accounting packages. Strong proven track record of using Excel spreadsheets.
  • Ability to develop financial management capacity and conduct financial training.
  • Flexibility under pressure and in response to changing needs. Ability to work under minimal supervision.
  • Readiness to travel as a financial monitoring of the project.
  • Commitment to Oxfam's overall goals, objectives and values, including a commitment to diversity and the promotion of gender equality in all aspects of work.
  • Strong team building and motivational skills.
  • Strong organizational skills and effective time management, ability to manage multiple tasks and priorities.
  • Commitment to Oxfam's vision and principles, including feminist and humanitarian principles.
  • Excellent command of spoken and written English with a proven track record of publishing and a wide range of written work (announcement documents, memos, blogs, etc.).
  • Knowledge of Ukrainian and/or Russian is an added value.

Preferably

  • Knowledge/experience of the context of Ukraine and neighboring countries
  • Understanding Issues of Inequality and Gender Justice
  • Experience in working with partner organizations, applying a partnership approach. 
  • Lived experiences with intersecting systems of oppression, with knowledge and experience of how power and privilege operate in the contexts in which we operate.
