ORGANIZATIONAL OVERVIEW

POSITION OVERVIEW  

Under the supervision of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator, the Senior MEAL Officer is responsible for establishing a strong MEAL system for FHI 360’s humanitarian response in their field location. They will design and make use of an electronic database to capture program data and to produce relevant reports for internal and external purposes; ensure data quality using different data quality assurance mechanisms; document all MEAL-related files; and assist all FHI 360 technical teams in establishing their respective proper documentation systems.

KEY RESPONSIBILITIES AND DELIVERABLES

  • Support the MEAL Coordinator in the establishment/revision of participatory and results-based MEAL systems through the preparation and update of monitoring checklists, tools, guidelines, and community feedback mechanisms designed to measure program progress and generate timely information and feedback to program and management teams.
  • Participate in the development of project/periodic  MEAL plan, consistent with the work plan.  
  • Lead and support the collection of reports (monthly, bi-annually, and annually), community feedback, and data from operational/field locations, check for consistency, compile / clean quantitative information, and ensure accurate entry into the program database while flagging any sensitive or urgent issues to the MEAL Coordinator, safeguarding focal points, and management team. 
  • Lead and support other MEAL team members in the development and maintenance of appropriate databases, including online dashboards, and to accurately track data collected from various interventions across program activities.  
  • Update the MEAL database including the Internal Indicator Tracking Table and learning database every month 
  • Participate in the development and execution of a data analysis plan together with the MEAL coordinator to identify the information needs of the program.
  • Led and participated in the preparation and submission of high-quality monthly reports for donor(s) and UN clusters on time
  • With support from the MEAL coordinator, take the lead in planning and conducting of different internal assessments including Post Distribution Monitoring (PDM) 
  • Support data collection, analysis, and report preparations for baseline and end line survey studies, review workshops, and any other regular needs assessment to ensure information, latest developments, best practices, challenges, and lessons learned are shared with programs and management staff. 
  • Conduct regular field monitoring visits to the program sites 
  • Assume the responsibility of acting MEAL coordinator when they are away or on leave.
  • Carry out any other duties assigned by the supervisor.

DESIRED QUALIFICATIONS 

  • 4+ years of experience and training in participatory result-based MEAL or any MEAL-related positions
  • University Degree or equivalent experience in statistics
  • Background in computer science and/or data analytics is preferred
  • Conversant on Microsoft applications and different statistical software packages (SPSS, STATA, Epi-info)
  • Sound understanding of Project Cycle Management and gender mainstreaming
  • Experience with designing and/or implementing qualitative and quantitative MEAL data collection, management, and analysis methods, including tracking outcome indicators, conducting program evaluations utilizing mixed methods, and report writing.
  • Fluent in Ukrainian and good in English.
