ZOA, as an international NGO, supports people who have lost everything due to armed conflict or natural disaster. Our work in Ukraine

In April 2022 ZOA started with relief activities for IDPs in Uzhgorod and Zakarpattia region. Today  50 colleagues work in Chernihiv, Kryvij Rih, Mykolaiv, Kyiv and Uzhgorod. Our focus is on the most vulnerable people in rural areas with large scale cash for shelter and livelihood programmes. The majority of our programming is located in South-East Ukraine. The 2024 portfolio is approximately 7 million Euros, mostly funded by institutional donors. 

Your challenge 

As programme manager you are responsible for successful strategic programming, management and implementation of our projects in Mykolaiv and Kherson Oblast. Together with our country director, 2 programme managers, a manager of programme quality (MPQ)  and Manager of Operations (MoO) you form the country management team. You are responsible for leading and managing  two teams in Mykolaiv and Kryvij Rih with 20 colleagues local staff.  The main target group for the projects in Kherson and Mykolaiv are “remainees”, people who stayed during the occupation, and “returnees”. The projects have a strong focus on rural communities and targets the people in remote and hard to reach locations. The first focus is on the more vulnerable population. Naturally, you frequently visit projects.    

Your responsibilities include:

  • Developing the area programme plan, with annual review, and ongoing context analysis.
  • Annual planning for the area, including the budget, also as input for the country strategic annual plan.
  • Implementing and monitoring of all area project activities.
  • Project cycle management, including needs assessments, formulation of concept notes and proposals.  
  • Managing and leading your team, and providing spiritual oversight; we promote Biblical principles in our leadership and aim to ensure a gender and conflict sensitive approach to team management and project activities.
  • Effective stakeholder and partnership engagement and management at area level.
  • Participating in country wide programme and knowledge development.
  • Ensuring timely and accurate reporting of monthly and quarterly activities, including input for donor reporting.
  • Implementing and monitoring financial, personnel and security policies and procedures.
  • In collaboration with the MPQ preparing and processing the allocation of indirect costs to project budgets.

Your profile

  • Work well under pressure and have strong interpersonal and cross cultural communication skills. 
  • Are flexible, and able to prioritize, plan, and organise your work and that of your team. 
  • Have experience with project (life cycle) management.
  • Preferably have field experience in Eastern Europe or a similar context, giving you exposure to local cultures.
  • Good command of English; command of Ukrainian or Russian is a plus.
  • A Bachelor’s or Master’s degree in a relevant field.
  • Special conditions: a passport that allows free movement in the EU; this is a non-family duty-station. 
  • Candidates having a TRP or Work Permit for UA preferred
  • Successful experience in the humanitarian sector will be an advantage, however we are also open to candidates with strong management skills and leadership experience in other areas.
