Background:

Since 2016 Global Communities has been implementing DOBRE Decentralization Offering better results and efficiency) Program in Ukraine funded by the United States Agency for International Development (USAID). This program is designed to help territorial communities (TCs) leaders effectively manage resources, improve the quality of public services, and expand citizen participation in solving issues of local importance. 

Since 2022 Global Communities is implementing the Community-Led Emergency Action and Response (CLEAR) program with support from the United States Agency for International Development’s Bureau for Humanitarian Assistance (USAID/BHA) to respond to humanitarian needs in Ukraine. The program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. 

Job summary:

 The Expert in Spatial and Recovery Planning and Asset Management (the Expert) will assist DOBRE territorial communities (TCs) in developing Comprehensive Territorial Recovery Programs (CRPs) and Spatial Planning documents. Working closely with the Chief of Party (COP) and Deputy Chief of Party (DCOP), the Expert will assist in designing these programs. The Expert will also ensure quality control of support provided to DOBRE partner TCs in the technical areas and will monitor the work performed by Program Specialists, Officers, consultants, sub-awardees, and other implementers. 

This position is based in Kyiv, Ukraine, and reports to the Deputy Chief of Party, with significant travel to DOBRE partner TCs as needed.

Responsibilities:

  • Design and lead activities in CRPs and Spatial Planning;
  • Provide input to the DOBRE work plan and budget for assistance activities in CRPs and Spatial Planning;
  • Supervise consultants and firms conducting work in CRPs and Spatial Planning;
  • Coordinate with the Ministry of Communities, Territories and Infrastructure Development of Ukraine to support the development of CRPs by selected TCs and Oblast Administrations;
  • Foster constructive working relationships with the Ministry, other government bodies, oblast administrations, and territorial communities;
  • Promote cooperation among donor programs and projects involved in CRPs and Spatial Planning;
  • Implement DOBRE program assistance tasks, including selecting beneficiaries, consultants, and firms, developing Scopes of Work, evaluating proposals, monitoring implementation, and ensuring quality control;
  • Visit TCs to provide technical support and oversee quality control of support activities;
  • Document and communicate DOBRE methodologies and practices to ensure recognition, generate support for legislative changes, and encourage the scale-up of best practices;
  • Coordinate with other DOBRE technical components to ensure cohesion and synergies among program activities;
  • Support the Monitoring, Evaluation, and Learning (MEL) Team in data gathering;
  • Prepare activity reports and contribute to weekly, monthly, and quarterly program reports;
  • Develop and manage other activities in these technical areas as approved by the COP/ DCOP;
  • Perform other duties related to this Scope of Work (SOW) as assigned.

Knowledge, skills and abilities:

  • Bachelor’s Degree in Architecture, Civil Engineering, Public Administration, Business Administration, Finance, or a relevant field;
  • Minimum of 5 years of experience in spatial planning/asset management; experience with USAID or other international donor-funded infrastructure projects preferred;
  • Strong communication and analytical skills;
  • Ability to establish strong working relationships with government officials, civic leaders, businesspeople, and international donors;
  • Professional proficiency in written and spoken English and Ukrainian, with the ability to read, interpret documents, and communicate effectively;
  • Demonstrated ability to work collaboratively with various teams, contractors, local authorities, and community members;
  • Experience working in local government is preferred;
  • Excellent organizational skills with the ability to prioritize and meet deadlines;
  • Proficiency in MS Office and Project Management software;
  • Ability to work under pressure, outside formal working hours if necessary, and willingness to travel frequently to various localities.
