CARE

CARE is among the world’s largest international non-governmental humanitarian relief and development confederations. CARE was founded in 1945 by American charity organizations in to overcome the food crisis 

in Europe after World War II.  It has a confederation organizational structure. Now country offices work in more than 110 countries of the world. CARE's humanitarian aid reached about 200 million people. The organization pays special attention to the expansion of women's rights and opportunities CARE strictly adheres to the principles of a human dignity, gender equality, non discrimination, and equal access to humanitarian services for all people, regardless of sex, age, gender identity, political or religious affiliation, or origin.

Context in Ukraine

CARE launched its humanitarian operations in Ukraine in March 2022, in direct response to the full-scale invasion and the rapidly escalating humanitarian crisis. As millions of people were forced to flee their homes and critical infrastructure came under attack, CARE mobilized to provide immediate, life-saving assistance to conflict-affected communities across the country. In the initial phase of the response, CARE focused on meeting urgent needs through a multi-sectoral humanitarian approach, including cash assistance, water, sanitation and hygiene (WASH), protection, sexual and reproductive health (SRH) and shelter support. From the outset, protection and dignity were central to all interventions, guiding programme design and delivery across sectors. 

Since 2022, CARE-supported programmes have reached more than 1.5 million people across Ukraine.  

CARE UKRAINE

CARE’s response in Ukraine is implemented primarily through partnerships with Ukrainian civil society organisations, including women-led groups and women’s rights organisations that are deeply rooted in the communities they serve. More than 70% of CARE’s funding in Ukraine is channelled through national partners, strengthening local leadership and enabling sustainable, community-driven humanitarian action. Since the start of its operations in the country, CARE has partnered with over 20 national organisations, including Stabilization Support Services, Girls, YurFem, East SOS, Avalyst, Women’s Perspective, and others.  

A defining feature of CARE’s work in Ukraine is its leadership in advancing gender-responsive humanitarian action. Together with the NGO Girls, CARE co-chairs the Gender in Humanitarian Action (GiHA) Working Group in Ukraine and was among the first organisations to conduct and publish Rapid Gender Analyses in response to the crisis. The evidence and recommendations generated through these analyses have since informed a gender-sensitive and gender-transformative approach to humanitarian response across Ukraine, influencing both CARE’s programming and wider sectoral practices. 

In practice, this commitment is reflected in CARE’s strong programmatic focus on protection, with particular emphasis on preventing and responding to gender-based violence (GBV) and addressing psychosocial needs. CARE and its partners provide GBV case management, psychosocial and legal support, and dignity kits, working closely with trusted women-led and women’s rights organisations to ensure services are accessible, survivor-centred and contextually appropriate. 

General objectives 

Job summary:

The Legal Administrative Assistant provides administrative and legal support to CARE Ukraine’s Support and Program divisions to ensure compliant and efficient day-to-day functioning. Reporting to the Deputy Country Director (Support) and working in close coordination with the HQ Legal Officer, the role maintains accurate legal documentation, supports vendor and staff validation in PeopleSoft, assists with contract administration, and helps ensure that organizational processes align with applicable Ukrainian legal requirements.

Role Objectives:The role aims to ensure that CARE Ukraine’s administrative and legal processes are properly documented, compliant, and efficiently coordinated. It supports the integrity of legal records, facilitates accurate vendor and staff validation in PeopleSoft, and contributes to the timely preparation and tracking of contracts. The position works to strengthen adherence to Ukrainian legal requirements across all departments while enabling smooth internal coordination between the country office and HQ legal function.

The position holder will be essentially responsible for:

Legal and Administrative Support 

  • Provide administrative and operational tasks.
  • Track and monitor legal deadlines, compliance requirements, and internal SOPs.
  • Maintain organized legal records and documentation for internal and external audits.
  • Provide administrative support for legal investigations and litigation preparation.
  • Serve as a focal point for communications with Ukrainian government bodies and regulatory agencies.
  • Support the DCD Support in registration procedures, licensing, notarization, and other official requirements.
  • Submit documents, reports, and registrations on behalf of the country office according to internal procedures (Update of critical infrastructure status, registration of international technical assistance etc).
  • Track deadlines and ensure timely follow-up on all government-related legal obligations.
  • Review and provide legal assessment for organizational SOPs, policies, and guidelines where required.
  • Ensure that all internal rules, procedures, and operational frameworks comply with Ukrainian legislation and CARE DE policies.
  • Advise departments on necessary adjustments or updates to internal documents from a legal perspective.

Coordination with HQ and internal teams

  • Remain in constant contact with the HQ Legal Officer to ensure alignment and guidance.
  • Support the DCD Support and other departments in implementing legal requirements in projects, contracts, and operations.
  • Serve as a first point of contact for internal teams requesting legal or compliance support.
  • Facilitate internal communication on new laws, regulations, and organizational policies.

Contract drafting and management

  • Support departments in drafting contracts, using CARE DE and CARE Ukraine templates, aligned with technical requirements and ToRs.
  • Assist with legal review of contracts for compliance with Ukrainian civil, labor, tax, and procurement laws.
  • Ensure contracts follow internal approval workflows before signature.
  • Maintain a unique contract numbering system and track exceptions when external templates/numbers are required.
  • Manage the contract registry, including details such as counterparties, contract amount, duration, status, addenda, and location of originals.
  • Ensure all original signed contracts, amendments, and annexes are delivered, secured, and archived.

People Soft and Vendor/Staff validation

  • Validate new vendors and staff in PeopleSoft according to CARE Ukraine procedures.
  • Conduct due diligence, screening, and compliance checks in line with Ukrainian law.
  • Ensure accurate records of vendor and employee validation in PeopleSoft.
  • Support the DCD Support in risk assessments, internal audits, and compliance monitoring.

Compliance and risk support            

  • Monitor compliance with Ukrainian legislation and CARE policies.
  • Assist in identifying potential legal risks and flag them to DCD Support.
  • Support investigations related to labor law, contracts, or operational compliance.
  • Help prepare reports on legal compliance, new regulations, and organizational recommendations.
  • Support HR in employment matters, including contracts, amendments, and regulatory compliance.

Coordination with operations and finance departments

  • Support operational and finance teams to ensure legal compliance in procurement, contracts, and administrative processes.
  • Ensure timely submission of documents for internal validation and audits.
  • Assist with contractual documentation related to all suppliers.

Audit 

  • Support finance department to prepare and organize documents for internal and external audits.
  • Collect and verify documents requested by auditors linked to the organizational set up, legal registration documents and financial monitoring. 
  • Collect and verify documents for other entities and vendors if requested as a part of verification or financial monitoring.

Security and policy compliance

  • Support adherence to CARE Ukraine Safety & Security Policy and SOPs as directed by the Safety & Security Manager.
  • Ensure all legal documentation is in line with organizational safety and security requirements.

Flexibility and other duties

  • Adapt to changing operational needs and take on additional tasks as required.
  • Perform ad hoc administrative or legal support tasks assigned by the DCD Support or HQ Legal Officer via DCD Support.

Requirements & Qualifications 

Mandatory criteria for longlisting:

  • Bachelor’s degree in law, Public Administration, or related field.
  • Minimum 1–2 years of experience in legal, administrative, or regulatory support functions.
  • Exposure to legal advisory or compliance-related tasks, especially in the humanitarian or non-governmental sector.
  • Experience assisting in interactions with regulatory bodies, government entities, or other public institutions is desirable.
  • Familiarity with INGO operations in Ukraine.
  • Knowledge of Ukrainian legal and regulatory requirements relevant to NGOs and humanitarian operations.
  • Strong organizational and record-keeping skills, with attention to detail.
  • Proficiency in Ukrainian; working knowledge of English preferred. 

Expected

  • Practical experience supporting contract management and legal documentation in an organizational setting.
  • Familiarity with PeopleSoft or similar HR/ERP systems for staff and vendor validation.
  • Experience assisting in compliance monitoring or internal control processes.
  • Exposure to coordinating with HQ legal teams or other international offices.
  • Ability to prioritize tasks and support multiple teams in a fast-paced environment.
