Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “ReBuild Green Ukraine with the Energy Efficiency Fund” to fill the position of an:
Advisor on Capacity-building for home-owner associations (full-time, Kyiv)

The Advisor “Capacity-building for home-owner associations” is a member of a team of experts implementing the project “ReBuild Green Ukraine with the Energy Efficiency Fund”. The project is jointly funded by the German Federal Government through the International Climate Initiative (IKI) as well as the European Union (EU) and implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in cooperation with the Ministry for Development of Communities and Territories (Ministry of Development) of Ukraine. The project aims to contribute to achieving a green reconstruction, energy security, and decarbonization in Ukraine by strengthening the national Energy Efficiency Fund (EEF). The EEF is the key instrument in Ukraine for supporting the modernization and restoration of residential buildings. The project is working to (1) strengthen the human and organisational capacities of the EEF; (2) enhance the visibility and public understanding of energy efficiency and green reconstruction; (3) create an effective support system for developing a project pipeline for EEF programs; and (4) support further strategic development of EEF programs.
The advertised position focuses on raising awareness and building the capacities of potential participants in EEF programs (mostly home-owner associations), within component 3 of the project. This work package will be implemented in cooperation with a network of independent “regional advisors” distributed across Ukraine.
Key responsibilities:
- Is responsible for the implementation of the work package “awareness-raising and capacity-building for (potential) participants in EEF programs.”
- Serves as the main contact person for homeowner associations, as well as for a team of regional advisors implementing awareness-raising and capacity-building measures for them.
- Develops options for strategic institutional solutions to sustainably support EEF program participants in the medium to long term.
- Develops Terms of Reference and supervises the accurate implementation of work.
- Monitors assignments conducted by external consultants and ensures that deliverables are prepared on time and in high quality.
- Participates in identifying needs for the EEF, provides advice, works on policy recommendations, and develops a strategic approach.
- Prepares and structures capacity-development measures for the EEF and plans their implementation in cooperation with external consultants and, if foreseen, other GIZ projects.
- Implements project activities in line with the project’s operational plan and project indicators, together with the project team and in consultation with the project’s counterparts.
- Designs, prepares and conducts workshops, seminars and other events.
- Prepares the procurement of consulting services and ensures quality and compliance with GIZ rules for services provided by external experts and service providers.
- Contributes to the project’s reporting cycles.
- Develops and organizes quality-assurance measures and suggests changes, improvements and initiatives.
- Contributes to controlling expenses for project activities in accordance with the given provisions.
- Prepares input for project reports, including annual reports.
Tasks
1. Management responsibility:
- Coordinates project activities carried out by the regional advisors.
- Supports the drafting of Terms of Reference and supervises accurate implementation.
- Plans and coordinates technical advisory services provided by the project.
- Assists national and international advisers in carrying out their work.
- Regularly consults with the GIZ project director and other project colleagues.
- Initiates and follows up on trainings, information events, and workshops provided by the project.
- Ensures compliance of all project partners and consultants with GIZ policies and with agreed tasks and contributions.
- Proactively shares all relevant developments and information with responsible team members and partners.
- Ensures sufficient and timely support by the entire (administrative) team, making use of their respective responsibilities and expertise, and provides team members with clear instructions.
- Manages and monitors the budget in consultation with the officer responsible for contracts and cooperation and with relevant team members.
2. Technical advisory to project partners:
- Analyses the interests and tasks of the different stakeholders.
- Designs and customizes scenarios to sustain services for the EEF and homeowner associations (HoAs).
- Acts as a help desk for HoAs and the EEF.
- Supports communication and coordination between HoAs, the regional advisors, and other service providers.
- Monitors and ensures the quality of services provided by external experts and service providers.
3. Knowledge management
- Compiles information on the project and ensures effective knowledge transfer.
- Draws up reports and presentation documents.
- Provides appropriate input for various project reports, including annual reports, and contributes to other reports required by the project director and GIZ Head Office.
4. Other duties / additional tasks
The Advisor on Capacity-building for Homeowner Associations performs other duties and tasks at the request of the project director and the programme component manager.
Required qualifications, professional experience and personal competences:
- Masters/MSc or doctorate in Economics, Engineering or related field
- At least 7 years professional experience in the housing and/or energy efficiency sector
- Track-record of coordinating consulting services and/or grantees;
- Experience working with home-owner associations;
- Experience with (programs of) the Energy Efficiency Fund;
- Experience working with international or donor organizations;
- Good knowledge and deep understanding of the actor landscape relevant for thermo-modernization and restoration of multi-appartment buildings;
- Strong analytical and strategic skills;
- Design and customization of tasks to different interest groups;
- Innovative mind-set and willingness to think outside of the box;
- Excellent communication and diplomatic skills
- High proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent
- Good working knowledge of ITC technologies (related software, email, internet) and computer applications (e.g. MS Office)
- Basic understanding of technical assistance specifics in a local context in Ukraine
- Keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action and energy efficiency
- Ability to self-responsibly organize and implement assigned work and responsibilities
- Ability to prioritize tasks independently with possible time constraints and workload
- Team player
- Capacity to collect, process and analyze complex data and information
- Has a calm diplomatic manner and can be good-humored even under pressure.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
