Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professional for the program “Support to vocational education and training in Ukraine / Skills4Recovery” in its office in Kyiv to fill the position of the:

Education and Labour Market Policy Advisor (full-time, Kyiv)

(internal SAP code: Vocational Training and Labour Market Advisor) 

The project «Skills4Recovery» is implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The political partners are the Ministry of Education and Science of Ukraine and the Ministry of Economy of Ukraine.

The objective of the project «Skills4Recovery» is to increase the availability of a qualified workforce for the Ukrainian recovery process. The provision of qualified labor in sufficient numbers is based on creating adequate educational opportunities for all people of working age – this includes initial education for young people and further education for adults.

Responsibilities: 

The Education and Labour Market Policy Advisor (further, Policy Advisor) is responsible for:

  • Developing and coordinating project activities in the areas of vocational education and training, labour market regulation and employment.
  • Facilitate stakeholder dialogue with Ukrainian ministries, developing and coordinating events, workshops, study visits to inside Ukraine and abroad.
  • Elaborate policy recommendations in areas, such as VET, inclusion, work-based learning and activation of women and ex-combatants.
  • Supports changes in regulatory and legislative regulation in VET, including the operationalization of new Laws on VET and employment.

Tasks

The Policy Advisor performs the following tasks:

1.Project Coordination and Administration 

  • Develops and implements project activities, supports contacts with project partners and stakeholders.
  • Performs full cycle of project document processing, including support of budget planning, checking technical documents for project activities (tenders announcement, terms of reference development for service/procurement contracts etc.).
  • Prepares, implements and documents project events such as training sessions, workshops, forums, expert missions, study visits etc.
  • Monitors implementation of project activities, including checking progress and finance reports, conducting regular spot visits and meetings with partners; phone calls to the beneficiaries.

 2. Technical Advisory

  • Assists national and international implementing advisers in carrying out their work, support the Head of the Component with consulting.
  • Regularly monitors, proceeds and consolidates news and changes in the focal areas of vocational education and training, employment, vulnerable group activation and other topics.
  • Develops and implements research projects to strengthen the advisory capacity of the project.
  • Elaborates strategic and operational recommendations, presentations, other documents to improve education and labour market policies.
  • Assists the Head of the Component with all organisational and management issues.

 3. Professional advisory 

  • Supports stakeholders to develop road maps on how to improve the availability of skilled workforce in selected economic sectors.
  • Supports changes in regulatory and legislative regulation in VET, including the operationalization of new Laws on VET and employment.
  • Provides advise on EU accession in the area of education and science and participation of training providers in mobility programmes.
  • Elaborates policy recommendations, presentations, other documents in the areas such, for example, as of reskilling, upskilling, inclusion, school autonomy, quality assurance, work-based learning and activation of women, ex-combatants etc. 

4. Communication and networking

  • Maintenances good relationships with stakeholders ensuring implementation of the stakeholder management strategy, communication strategy of the project.
  • Facilitates dialogue between ministries, agencies and private sector organisations on how to address labour shortage and skill mismatch in selected economic sectors.
  • Supports the development of communication materials and other tools to ensure the visibility of the project results.

5. Other duties/additional tasks

  • Performs other duties and tasks at the request of management.

Required qualifications, competencies, and experience

Qualifications

  • Master’s Degree in Economics, Social Sciences, or equivalent qualification preferably with a focus on the labour market and employment promotion.


 Professional experience

  • At least 2 years of professional experience in employment promotion and/or vocational training and/or international organizations.

Other knowledge, additional competences

  • Readiness to frequent business trips (depends on security situation).
  • Ability and experience to work in a political environment.
  • English, Ukrainian are required.  
  • Experienced working in an international team.
  • Good self-organization skills, autonomy-thinker mindset.
  • Good analytical skills and competencies in structuring information.
  • Customer and service-oriented attitude.
  • Result-based behavior and advanced project management skills.
  • Ability to work under pressure.
  • Good working knowledge of ICT technologies and computer applications (e.g. MS Office).
  • Willingness to upskill as required by the tasks to be performed.

Employment conditions

Full-time position with 40-hours working week. The place of assignment is Kyiv. The contract duration is until 30.06.2026. Starting as soon as possible.
