Analyzed cost proposals and technical scores from technical evaluation committees; and, based on the analysis, make a recommendation to the Contracting Officer/Regional Contracting Officer to establish the competitive range. Negotiated/discussed price and/or individual costs and technical requirements with prospective contractors and recipients to ensure that all USAID requirements are met and that the price of the award is fair and reasonable. Drafted Contracts, Grants and Cooperative Agreements, administrative approval letters, complex Modifications, other administrative documents. Managed closeout process of expired awards for all expired projects. Served as internal systems focal point.
