Serve as a business advisor able to manage the day-to-day activity of different Project portfolio and recognize upcoming challenges, possibilities and recommend courses of action that will enable technical teams to achieve their objectives while ensuring the integrity of the procurement process and maximizing efficiencies. Mentor junior staff and independently lead RCO initiatives. Independently represent RCO at high-level meetings and conferences. Demonstrate ability and knowledge to perform the tasks independently. Provide advice during the design phase of activities on the various acquisition and assistance mechanisms available for implementation and the benefits and/or drawbacks of each type of mechanism to allow the technical office to make an informed decision and ultimately a recommendation to the Contracting/Agreement Officer. Manage the technical evaluation process. Perform analysis of cost issues, considering economic conditions and factors of material, labor, and transportation costs; examines cost and pricing data submitted by offerors, to substantiate direct and indirect costs and profit; determines reasonableness of costs submitted; ensure data provided is consistent with requirements on eligible geographic sources, and that salary structures are consistent with Agency policy; and, identifies circumstances that may require a waiver/deviation. Analyze cost proposals and technical scores from technical evaluation committees; and, based on the analysis, make a recommendation to the Contracting Officer/Regional Contracting Officer to establish the competitive range. Negotiate/discusse price and/or individual costs and technical requirements with prospective contractors and recipients to ensure that all USAID requirements are met and that the price of the award is fair and reasonable. Draft Contracts, Grants and Cooperative Agreements, administrative approval letters, complex Modifications, other administrative documents. Manage closeout process of expired awards. Serve as internal systems focal point.
