Position Title: Human Resources Associate

Duty Station: Kyiv, Ukraine

Classification: General Service Staff, Grade G5

Type of Appointment: Short-term, six months with possibility of extension

Estimated Start Date: As soon as possible

Under the general supervision of the Chief of Mission (CoM) and the National Senior Human Resources Officer and the direct supervision of the Senior Human Resources Specialist, the incumbent’s responsibilities will include:

Core Functions / Responsibilities:

  1. Undertake recruitment procedures for National staff in accordance to IOM Staff Rules and Regulations: review of Terms of Reference, prepare and post VNs, SVNs and CFAs in coordination with the Heads of Units (HOU) and/or NHRO. Participate in long/short listing, prepare interview documents (CVs, interviews schedules, rating sheets and protocol) and conduct interviews, follow up on preparation of recruitment forms, conduct reference checks, send letters of appointments, as well as regret letters to unsuccessful candidates.
  2. Initiate contract renewal requests to HOUs, ensure timely preparation and renewal of all types of contracts and personnel action forms using PRISM for National staff.
  3. Regularly update Personnel Information via PRISM and process HR related actions related to Organizational Management (OM), Staff Evaluation System (SES), Personal Administration (PA) and Time Management (TM) for National staff.
  4. Induct new National staff and coordinate the pre-employment requirements from them – inform them of selection, organizing medical check-ups, inform candidates and HOUs on medical clearance. Send all Entry on Duty paper work for candidates to fill in, open new files, guide and brief newly hired staff on HR policies, rules and regulations.
  5. Follow up with Occupational Health Unit in Manila (OHU) on Medical clearance and Medical Service Plan (MSP) admission for National staff and their dependents. Monitor and follow up on drivers’ Annual Medical Examinations and ensure that required tests are taken and coordinated with OHU Manila.
  6. Prepare of non-renewal notices for National staff in coordination with the HOUs, and/or NHRO. Assist separated staff members on separation formalities and prepare separation benefits. Coordinate Exit medical exams for National staff.
  7. Process payroll related additions/deductions for National staff and assist the NHRO in Payroll processing.
  8. Support preparation of documents for accreditation and prolongation of diplomatic cards/visa support of Mission’s officials; as well as preparation of visa support letters for both business and private trips of personnel.
  9. Support the Mission’s officials with UN Laissez-Passer applications.
  10. Assist the NSHRO in the preparation of HR reports and other documents requested by the Mission and Regional Office.
  11. Support with the recruitment and induction of Interns and Consultants, processing of non-staff contracts in compliance with HR procedures and instructions.
  12. Provide overall support on the HR related requests from staff members.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • High school diploma/certificate with at least five years of relevant work experience

            OR

  • Bachelor’s Degree or equivalent from an accredited academic institution (preferably Social Sciences, Humanitarian Disciplines, International Development, Business Administration) with at least three years of professional work experience.

Experience

  • Excellent knowledge of Microsoft Office applications especially Excel, Word, PowerPoint, Internet.
  • Experience of work with an international organization in an administrative capacity would be considered as a strong advantage.

Languages

Fluency in English, Ukrainian and Russian is required.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
