The Emergency Project Deputy coordinator, under the supervision of the Emergency Response Deputy project coordinator and with the technical support of the WASH, Shelter and Partnership Coordinators, overview the timely implementation of ACTED’s Emergency Response Mechanism (ERM) at country level.

The Emergency Response Deputy project coordinator will coordinate the Emergency Response Team (ERT) activities in the different areas, implementation and reporting of ACTED’s ERM, which consists of the provision of essential items in WASH, Shelter and food assistance sectors to frontline areas, as well as provision of protection services through a network of partners. Based on project needs, this may include organizing needs assessments, coordinating distributions of humanitarian aid and coordination with local authorities, local partners and other stakeholders to ensure timely and effective project implementation.

FUNCTIONS: 

Project implementation:

  • With the support of the Emergency Response Project Coordinator, directly manages the ER teams and follows up on teams’ overall completion of tasks to ensure achievements of targets., with a focus on PMs empowerment.
  • Tracks achievements against set project targets for teams, including tracking spending and supporting with budget forecasting.
  • Timely troubleshoots issues and raises bottlenecks, including problems with relations with local authorities, operational problems, management problems, to the Emergency Response Project Coordinator.
  • Supports Emergency PC with decision-making on areas and modalities of implementation and on partnerships with sub-implementing partners.
  • Proposes innovative ideas to improve tools and processes as needed, as well as ideas for capacity building of the team.
  • On an exceptional basis, offers dedicated support to the Emergency team to ensure timely implementation of activities and standardization of tools.

Program quality:

  • Provide technical support to ER teams on all steps of distributions, including beneficiary registrations, distributions, managing beneficiary databases.
  • With the support and guidance of the Emergency Projects Coordinator, ensures the work of ER teams is in line with project and Acted/ERT overall strategic objectives.
  • Ensures adherence of distributions conducted by ER teams to the ERM/Distribution SOP and usage of tools as provided by the Emergency Response Project Coordinator.
  • Ensure adherence of distributions conducted by ER team to humanitarian standards, no-harm principles and with a beneficiary-centered approach.
  • Conducts data analysis on beneficiaries, distributions, and other, on request, to inform new and current activities and projects.

Internal coordination:

Support Emergency Response Project Coordinator to ensure coordinated interdepartmental response by Acted. Work with the different programme and support teams as follows:

3.1. Finance:

  • Review the BFU(s) and provide accurate forecasts with BOQs
  • Forecast monthly cash requirements of the project and submit to ACs

3.2. Logistics:

  • Lead procurement processes and technical checks for new items.
  • Track stocks and follows up to ensure sufficient availability of stocks.
  • Liaise with logistics team to ensure operational feasibility of new and current activities.
  • Troubleshoot any issues related to procurement/vehicles/items procured.

3.3. Administration/HR:

  • Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc)
  • Ensure that project staff understand and are able to perform their roles and responsibilities 
  • Follow-up the work plans and day-to-day activities of the project staff
  • Manage the project staff in cooperation with Area Coordinators 
  • Ensure a positive working environment and good team dynamics 
  • Undertake regular appraisals of staff and follow career management
  • Manage interpersonal conflicts
  • Ensure capacity building among staff in relevant sectors

3.4. Security:

  • Lead timely communication with security team on the team’s plans and follow up on any issues affecting distributions from security standpoint.
  • Supports Emergency Response Project Coordinator with monitoring security situation and access to possible implementation areas.
  • Troubleshoots any issues with access and security, to ensure compliance of activities with security requirements and best practices.

3.5. Transparency:

  • Ensure project records and documents (Flat files, beneficiary list, donation certificates, attendance sheets etc) are adequately prepared, compiled and filed according to ACTED procedures
  • Ensure staff awareness of, and respect of, ACTED’s code of conduct and FLATS procedures

3.6. Reporting:

  • Provide regular and timely updates on progress and challenges to supervisors and other team members 
  • Draft (internal) narrative reports and contribute to the development of financial reports through regular budgetary follow up.
  • Contribute to drafting of (external) project progress reports, ensuring the quality and accuracy of technical information provided

3.7. Partnerships:

  • Support Emergency Response Project Coordinator with creation of new tools for tracking performance and improve capacity of local partners.
  • Supports teams with outreach to new partners, in collaboration with Partnership department, to improve access to new areas.

External Coordination

  • Attend Cluster / working groups meetings and coordinates with other humanitarian actors through coordination platforms or bilaterally on areas of implementation, representing the activities of the ERT.
  • Attend bilateral and multi-lateral meetings with local authorities at all level, in support to ACs and teams, representing the activities of the ERT.

Experience and skills

  • At least 3 years of experience in the humanitarian and/or development sector (strongly preferred).
  • University level education in social sciences, political sciences, public administration, research or relevant field will be considered an advantage.
  • Available for travel to the settlements located at proximity of the frontline, in security-challenging environments, and for possible frequent overnight stays in ACTED bases (up to 60% of the time).
  • Previous experience or willingness to work in hard-to-reach, conflict-affected locations.
  • Previous experience drafting reports and memos, and making presentations.
  • Good knowledge of the workings of local government systems.
  • Proven ability to work autonomously, and at distance, with strong reporting skills
  • Proven ability to work in Microsoft Excel, Word and Outlook.
  • Fluency in Ukrainian and a working knowledge of spoken and written English is required (and will be assessed via interview).
  • Motivated to work as part of a teamwork in a multicultural environment, requiring flexibility and ability to work to tight deadlines
  • Willingness to travel to other ACTED offices.
