In 2023, WFP in partnership with the Food and Agriculture Organization (FAO) established a new and innovative pilot project to address the food security and economic needs of communities impacted by mine and unexploded ordnance (UXO) contamination.
The position of the Programme Policy (Partnerships) Officer is to provide effective partnership engagement and follow up with key stakeholders involved in and/or invested in WFP/FAO Restoring Livelihoods and Revitalising Communities Through Mine Action project.

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.3 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.
WFP uses a combination of food and cash assistance to support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 3.01 billion meals to people displaced and affected by the war.

How can you make a difference?
The incumbent will be responsible for the following duties:
- Coordinate framework partnerships and contribute to partner profiling and sharing relevant information with the country office and internal stakeholders.
- Propose options to expand support from existing partners Fondation Suisse de Deminage (FSD) and to identify new partners (through Framework Agreements with Mines Advisory Group (MAG), Norwegian People's Aid (NPA), The HALO TRUST) to enhance contributions to WFP’s iCSP 2025-2027.
- Manage partner reporting arrangements for operational data from the government implementing arms of the State Emergency Service of Ukraine (SESU), State Special Transport Service (SSTS), Police Explosive Ordnance Disposal (EOD) Unit and military through the Oblast authorities or under other appropriate arrangements.
- Contribute to the implementation of the work plan for the assigned areas (Kharkiv, Mykolaiv, and Kherson oblasts) to ensure the timely and cost-effective delivery of outcomes in accordance with WFP’s interim Country Strategic Plan (iCSP) 2025-2027.
- Implement the work plan to enable WFP to identify, develop, and strengthen quality partnerships in support of WFP’s iCSP 2025-2027.
- Maintain effective relationships with existing and prospective partners, governmental and non - governmental institutuions, organize meetings, and provide relevant information.
- Support the negotiation of output contributions and partnership agreements, ensuring alignment with internal policies and external regulations, prepare high-quality partner updates, proposals, and reports.
- Ensure that all contractual obligations listed within signed agreements are met.
- Provide up-to-date tracking of assistance utilization against planned targets, advising on any observed discrepancies and their implications.
- Provide information for partnership briefings, talking points, and reports as required.
- Lead the management of partner performance monitoring, documentation, and filing, ensuring timely submission of inputs by all relevant entities.
- Undertake performance reviews and provide periodic updates on partner performance, facilitating timely feedback from WFP to partners.
- Support the collection and documentation of best practices during project implementation to inform advocacy and partnership development.
- Support the development of concept notes and donor proposals, and review donor agreements and amendments for senior staff approval, ensuring compliance with WFP rules and regulations, and alignment with iCSP 2025-2027.
- Maintain and analyze information on partner and income trends, as well as development assistance policies, keeping resource partner profiles updated.
- Support and contribute to the WFP/ Food and Agriculture Organization (FAO) project to ensure the achievement of log frame outcomes, outputs, and indicators.
- Facilitate livelihood activities by developing effective linkages between Mine Action and Livelihood initiatives.
- Conduct monitoring and evaluation of projects against targets approved in log frames, ensuring alignment with iCSP 2025-2027.
- Preparation of drafts of Framework Agreements between WFP and NGO-partners, Memoranda of Understanding (MOUs) between WFP and Government counterparts, Field Level Agreements (FLAs).
- In consultation with technical staff manage and liaise with partners on mine action equipment provision and update FLA targets annually to reflect the attribution volume and selection of outputs under the agreements against the project log frame
- Clear and proceed with NGO Partner invoice-claim and payment process; ensuring timely review, verification, and processing of invoices, including distribution reports by all relevant team members as per the established standard operating procedures (SOP);
- Undertake capacity assessments for partners (NGO, government, civil societies etc) to establish gaps and support the development and implementation of capacity-building activities/training.
- Lead the management of NGO-partner performance monitoring, documentation and filing by coordinating the timely submission of input by all relevant entities.
- Manage the Programme Partnership Associate (SC6)
- Support Programme staff with additional tasks, as required.
To join us in saving lives, changing lives, you will have:
Education: A degree in the following disciplines: international relations, political/social science, security management, business administration, economics or management is desirable.
Experience: At least one year of relevant professional postgraduate working experience in international humanitarian NGOs, civil service, government, social impact organizations and/or similar corporations.
Knowledge & Skills:
Proficient skill in MS Word, Excel, and PowerPoint.
Excellent organizational and communication skills.
Proficient data analysis, financial and narrative reporting & monitoring skills.
Clear understanding and knowledge of Kharkiv context.
Good knowledge of humanitarian operations and programming.
Languages: Fluency (Level C) in English and Ukrainian language is essential.
